ACTION MINUTES
COUNCIL CHAMBER &VIDEO CONFERENCE
ZONING ADMINISTRATOR MEETING
FEBRUARY 22, 2024
CALL TO ORDER: 10:00 A.M.
ROLL CALL: Justina Willkom, Zoning Administrator
PUBLIC CONCERNS: Hurtado confirmed no public input received.
CONSENT CALENDAR: None.
PUBLIC HEARING: Opened the Public Hearing at 10:00 a.m.
1. CONDITIONAL USE PERMIT (CUP) 2023-0024
APPLICANT: Xinze Zhang, Shaki Shima Japanese BBQ T.I. Restaurant
LOCATION: 2493 Park Avenue
REQUEST:
A request to allow on-site sales and consumption of beer, wine, and distilled spirits
(Type 47 ABC license) in conjunction with a restaurant.
ENVIRONMENTAL REVIEW:
This project is Categorically Exempt (Class 1) pursuant to Section 15301 of the
California Environmental Quality Act (CEQA).
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 24-004
approving CUP 2023-0024 to authorize the sale of beer, wine, and distilled spirits
(Type 47) in conjunction with a proposed restaurant at 2493 Park Avenue.
Raymond Barragan, Principal Planner, provided a brief Power Point presentation,
which included an overview of the applicant's request.
Hurtado confirmed no public input received regarding the item.

Closed the Public Hearing at 10:04 a.m.
The Zoning Administrator adopted ZAA 24-004.
The applicant arrived after the Public Hearing was closed.
Re-opened the Public Hearing at 10:05 a.m.
Mr. Arthur, Business Operator, was present.
The Zoning Administrator asked Mr. Arthur about the revision to the hours of
operation. She was in agreement to the closing hours of operation to be 10:00 p.m.,
and the new hours will be reflected in the revised ZAA 24-004. The Zoning
Administrator also asked Mr. Arthur about the timeline of the opening of the
restaurant, as well as the concept of the restaurant.
Mr. Arthur provided the details of the Japanese style restaurant which is a new modern
concept to the City of Tustin. The restaurant will be opening in approximately 10
months.
The Zoning Administrator asked Mr. Arthur if he had any questions of Staff. Mr. Arthur
did not have any questions and he commended Maldonado and Staff who helped him
with the entire application process.
Re-closed the Public Hearing at 10:08 a.m.
The Zoning Administrator again, adopted ZAA 24-004.
REGULAR BUSINESS: None.
10:09 a.m. ADJOURNMENT: The date of the next meeting of the Zoning
Administrator will be scheduled when items are set for hearing.
