SUBJECT: AWARD OF CONTRACT FOR THE CONSTRUCTION OF CENTENNIAL PARK
IMPROVEMENTS PROJECT, CIP NO. 20090
SUMMARY
Staff is requesting the City Council award a construction contract to the lowest responsive/responsible
bidder for the Centennial Park Improvements Project, CIP No. 20090.
RECOMMENDATION
It is recommended that the City Council:
1. Award the construction contract to Elegant Construction, Inc., the lowest responsive/responsible
bidder, in the amount of $4,683,474.71, and authorize the Mayor and the City Clerk to execute
the contract documents on behalf of the City; and
2. Appropriate $450,000 from the Land Sale Proceeds Fund (Fund 189).
FISCAL IMPACT
The FY 2023/24 budget includes an appropriation of $4,800,000 for the construction of this project. This
funding was made available in the FY 22/23 California State Budget and was sponsored by Senator Min.
The remaining project design budget also includes savings of $50,000 within the Park Development
Fund. Those funds will be transferred for construction, bringing the total funding available to $4,850,000.
To ensure sufficient funding to complete the project, staff is requesting an additional appropriation of
$450,000 from the Land Sale Proceeds Fund (Fund 189).

CORRELATION TO THE STRATEGIC PLAN
Centennial Park Improvement Project contributes to the fulfillment of the City's Strategic Plan Goal B:
Public Safety and Protection of Assets, Strategy 5; Create and implement a plan to protect the City's
public assets. Specifically, the project implements Strategy 5a, which among other items, is for the
improvement of public facilities.

BACKGROUND
The City Council adopted Resolution No. 23-58 approving the plans, specifications and authorized the
City Clerk to advertise for bids for CIP No. 20090 on December 5, 2023.
Centennial Park is a community park located within Tustin Meadows community that includes a variety
of amenities, such as a sand volleyball court, open and shaded turf areas, and a tree shaded picnic
area. Improvements will include restroom renovations, new landscaping, irrigation, turf, sand volleyball
court, bio-swales, playground equipment, rubberized playground surfacing, and a series of accessibility
improvements in accordance with the Americans with Disabilities Act (ADA). Replacing the landscape,
turf and irrigation will improve coverage, improve growth and enhance maintenance efficiencies. The
ADA improvements include access to play equipment as well as the walking paths and seating/picnic
areas in and around the park.
The typical service life for an irrigation system is 25-30 years and Centennial Park was built in 1960's.
Several individual projects have been completed over the years requiring multiple modifications to the
irrigation system to accommodate each project accordingly. These projects include:
• 1992 Basketball Court Improvements
• 2004 Restroom Renovation, Tot -lot renovation
• 2011 — Intermediate Playground Replacement
• 2015 — Entry Playgrounds Replacement
The new irrigation design accounts for the amenities within the park and corrects problems associated
with the construction of the projects listed above. In addition, renovating the turf areas and re -sodding
will improve durability, grade, drainage and enhance long term turf development. The renovation of the
sand volleyball court will enhance the amenity currently used by patrons.
Formal bids were opened on February 6, 2024. Ten (10) bids were received and are summarized as
