RECOMMENDATION It is recommended that the City Council: 1. Award a construction contract to the lowest responsive/responsible bidder, Onyx Paving Company, Inc. in the amount of $3,869,000 for the Annual Roadway Rehabilitation and Sidewalk Repair Project — Zone 5, CIP No. 70023 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City; and 2. Appropriate $2,800,000 from the Gas Tax Fund (Fund 130) and $1,600,000 from the Road Maintenance and Rehabilitation Allocation Fund (Fund 140). FISCAL IMPACT The FY 2024-25 budget earmarked $2,698,000 between Gas Tax Fund (Fund 130) and Measure M2 Fair Share (Fund 139) in construction funding for this project. The Zone 5 Roadway Rehabilitation project has increased from the originally budgeted scope with some carry-over work from Zone 4 that has been added to the project. The engineer's estimate for CIP No. 70023 is $4,200,000 in total project costs. Construction funding was earmarked within the FY 24/25 budget and staff is requesting an appropriation of $4,400,000 be moved into the FY 23/24 budget with the updated funding source of Road Maintenance and Rehabilitation Allocations Fund instead of Measure M2 Fair Share to facilitate this project moving forward. DocuSign Envelope ID: FEB221 E4-DB85-410A-94CA-4DD2CBB8D33F Roadway Rehabilitation and Sidewalk Repair Project — Zone 5, CIP No. 70023 March 5, 2024 Page 2 CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #5a, which among other items, is to ensure continuous maintenance and improvement of public facilities. DISCUSSION The Annual Roadway Rehabilitation and Sidewalk Repair Project, CIP No. 70023 includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on various streets within Zone 5 of the City's Pavement Management Program. The City is divided into seven pavement management zones with one zone targeted each year for pavement maintenance. Through a rolling seven year cycle, this program is intended to maintain the integrity of City streets. The current phase, Zone 5 (see attached map), is generally bounded by Peters Canyon Regional Park to the north, County limits to the east, Interstate 5 freeway to the south and Jamboree Road to the west. The project also includes sidewalk repair which focuses on removal and replacement of damaged sidewalk at numerous locations in Zone 5 based on an annual field survey conducted by the Engineering Division. The project also includes intentional carry-over work from Zone 4. Specifically, the remaining pavement rehabilitation work on Walnut Avenue from Red Hill Avenue to Tustin Ranch Road and on Browning Avenue from Walnut Avenue to Nisson Road. During the bidding process staff further identified necessary sidewalk repair work on First Street that was included in the project through addendum. Formal bids were submitted electronically and publicly opened on February 13, 2024 and reviewed by Public Works. It is recommended that the City Council award the construction contract to the lowest responsive/responsible bidder, Onyx Paving Company, Inc. for the Annual Roadway Rehabilitation and Sidewalk Repair Project, CIP No. 70023 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City.
