SUBJECT: AUTHORIZING USE OF THE OMNIA PARTNERS PURCHASING PROGRAM TO
ENTER INTO AN AGREEMENT FOR THE TUSTIN SPORTS PARK ROOF
REPLACEMENT PROJECT, CIP NO. 20095
SUMMARY
Staff is requesting authorization to award the Tustin Sports Park Roof Replacement Project, CIP No.
20095, through use of the OMNIA Partners Purchasing Program.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 24-16 authorizing the use of OMNIA Partners; Contract # PW1925 with
Garland DBS, Inc. for the purchase, installation and warranty in the amount of $365,399; and
2. Reallocate $310,000 of Park Development Funds (Fund 131) from the Annual Major Park
Maintenance Program (CIP 20054) to the Tustin Sports Park Roof Replacement Project (CIP
20095); and
3. Appropriate $55,399 from the Park Development Fund (Fund 131) for completion of the project;
and
4. Authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
Staff is requesting $310,000 in available Park Development funding be reallocated from the Annual
Major Park Maintenance Program (CIP 20054) to partially fund the Tustin Sports Park Roof Replacement
Project (CIP 20095). The total estimated expenditure for this project is $365,399, which requires an
additional appropriation of $55,399 from the Park Development Fund (Fund 131) to complete.
CORRELATION TO THE STRATEGIC PLAN
The Tustin Sports Park Roof Replacement Project contributes to the fulfillment of the City's Strategic Plan
Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy 5a, which
among other items, is to ensure continuous maintenance and improvement of public facilities.
BACKGROUND
OMNIA Partners is the largest and most experienced organization in procurement and supply chain
management. OMNIA Partners is composed of two (2) cooperative purchasing organizations - National
IPA and U.S. Communities - and provides contracts that are competitively solicited and publicly awarded

by a government entity acting as the lead agency. Use of OMNIA Partners contracts is authorized in Tustin
City Code Section 1625(c).
The roof on the Tustin Sports Park building is 29 years old. It has reached the end of its useful life and is
showing signs of deterioration from age and the elements. Over the last few years, Field Services crews
have worked at length to locate and repair reported roof leaks. Repair efforts have had limited success in
reducing the number and severity of leaks. This project will implement necessary roof replacement for the
Tustin Sports Park building including a 30-year manufacturer's warranty.
Staff is requesting authorization for the purchase of materials, installation and 30-year warranty for the
Tustin Sports Park Roof Replacement Project.

RESOLUTION NO. 24-16
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA AUTHORIZING USE OF THE OMNIA
PARTNERS PURCHASING PROGRAM TO PURCHASE
CERTAIN ITEMS FOR THE TUSTIN SPORTS PARK ROOF
REPLACEMENT PROJECT, CIP NO. 20095
WHEREAS, the City has need to purchase various material, supplies and
equipment in order to conduct the operations of the City in connection with the Tustin
Sports Park Roof Replacement Project, CIP No. 20095; and
WHEREAS, Section 1625(c) of the Tustin City Code authorizes the purchase of
supplies, materials or equipment through the County of Orange Cooperative Purchasing
Program, or other government purchasing program, when such supplies, materials or
equipment can be more efficiently or more cheaply obtained through such purchasing
programs.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin,
as follows:
Section 1. That the City Council of the City of Tustin, California, does hereby
authorize use of the OMNIA Partners Purchasing Program, to utilize contract # PW1925
for Garland/DBS, Inc., for and on behalf of the City of Tustin pursuant to Section 10324 of
the California Public Contract Code and in accordance with Section 1625(c) of the Tustin
City Code.
Section 2. That the Mayor, Austin Lumbard and/or Mrs. Nicole Bernard, Acting
City Manager, is hereby directed to sign and deliver all necessary requests and other
documents in connection therewith and for and on behalf of the City of Tustin.
APPROVED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin on the 5t" day of March, 2024.
