SUBJECT: "MAKE A HOUSE A HOME" GIFTED PUBLIC ART SCULPTURE
SUMMARY:
The Public Art Commission has approved the acceptance and installation of the "Make a
House a Home" gifted public art sculpture with a recommendation to the City Council for
final approval.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution 24-19 approving the
acceptance and installation of the "Make a House a Home" gifted public art sculpture from
artist Hiromi Takizawa, at the island on El Camino Way.
FISCAL IMPACT:
Completion of the installation will require an expenditure of approximately $2,000 from the
Public Art Fund in the 2023-2024 Fiscal Year Budget.
CORRELATION TO THE STRATEGIC PLAN:
This public art project is in accordance with Goal A of the Tustin Strategic Plan to
enhance the vibrancy and quality of life in all neighborhoods and areas of the community.
DISCUSSION:
At their September 20, 2023, meeting, the Public Art Commission approved the
acceptance of the "Make a House a Home" gifted public art sculpture by Hiromi Takizawa
and selected the island on El Camino Way as the preferred location for the installation of
the artwork.
Based on this selection, staff contracted with Tim Shaw of TAS Design for design
services for the installation, including a site plan, footing details/engineering, an electrical
plan, and a cost estimate. Once the plans were finished, it was determined that the
installation could be completed more efficiently by Public Works Department staff. As a
result, the only expenditure from the Public Art Fund would be for the cost of the
necessary materials.

Per the Public Art Policy, the allowable expenses associated with this project are those
related to the artwork's footings and lighting. Based on the estimate from TAS Design,
these materials are expected to cost approximately $2,000. The Public Art Commission
approved this expenditure at their February 21, 2024, meeting.
The project expense not allowed per the Public Art Policy involves running an electrical
connection to the installation site. In this case, the cost of materials totals approximately
$800, which is currently available in the Parks and Recreation Department operational
budget.
Staff estimates that the installation will be completed by the end of April 2024.

RESOLUTION NO. 24-19
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE ACCEPTANCE AND INSTALLATION
OF THE "MAKE A HOUSE A HOME" GIFTED PUBLIC ART
SCULPTURE AT THE EL CAMINO WAY ISLAND AS RECOMMENDED
BY THE PUBLIC ART COMMISSION
WHEREAS, on March 20, 2018, City Council adopted Resolution 18-17 establishing a
City of Tustin Public Art Policy to commission public art; and
WHEREAS, the Public Art Fund includes an annual allocation of $40,000 for public art;
and
WHEREAS, artist Hiromi Takizawa has gifted her "Make a House a Home" sculpture to
the City of Tustin; and
WHEREAS, on September 20, 2023, the Public Art Commission made
recommendations to the City Council with regard to the acceptance and installation of the "Make
a House a Home" gifted public art sculpture as set forth in the accompanying staff report.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin as
follows:
Section 1. The City Council hereby approves the acceptance and installation of the
"Make a House a Home" gifted public art sculpture as recommended by the Public Art
Commission and authorizes the expenditure of a total amount not to exceed $2,000 for the
installation of the sculpture at the El Camino Way island.
APPROVED and ADOPTED at a regular meeting of the City Council of the City of Tustin
on 5th day of March, 2024.
