NOTICEREGARDING PUBLIC PARTIC/PA T/ON
The public can attend the meeting in person and provide comments in person, observe the meeting
online, provide live comments via Zoom,and provide written comments via electronic means.
To watch the meeting, the public may observe the meeting via the City's Granicus service at:

Community members may provide live public comments in person orvia Zoom during Zoning Administrator

PUBLIC HEARING:
1. CONDITIONAL USE PERMIT (CUP) 2023-0023
APPLICANT: Michael Mustac, World of Racing
LOCATION: 2473 and 2475 Park Avenue
REQUEST:
A request to establish an indoor commercial recreational use consisting of an interactive
professional grade automotive simulator entertainment concept located within two
existing tenant spaces located at 2473 and 2475 Park Avenue.
ENVIRONMENTAL REVIEW:
This project is Categorically Exempt from further environmental review pursuant to
CEQA Section 15301, Class 1, "Existing Facilities" of the State CEQA guidelines.
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 24-005
approving CUP 2023-0023 to authorize a commercial recreational use consisting of a
professional grade automotive simulator entertainment concept within the two
existing tenant spaces located at 2473 and 2475 Park Avenue.

2. CONDITIONAL USE PERMIT (CUP) 2024-0001
APPLICANT: Kurt Kaiwei Chen, Ootoro Bar, LLC.
LOCATION: 15020 Kensington Park Drive, Unit 120
REQUEST:
A request to allow on-site sales and consumption of beer and wine (Type 41 ABC
License) in conjunction with a restaurant located at 15020 Kensington Park Drive, Unit
120.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from CEQA pursuant to Section 15301 (Class 1,
Existing Facilities) of the State CEQA guidelines.
RECOMMENDATION:
That the Zoning Administrator adopt ZAA 24-006 approving CUP 2024-0001 to
authorize the sale of beer and wine (Type 41) in conjunction with a restaurant located
at 15020 Kensington Park Drive, Unit 120.
