ADVISOR (HCRA) ANNUAL REPORT, AND 2024 HCRA WORK
PROGRAM AND DRAFT PROCLAMATION FOR DESIGNATION
OF HISTORIC PRESERVATION WEEK
SUMMARY:
This report summarizes the City of Tustin's Certified Local Government (CLG) Annual
Report for the reporting period of October 1, 2022 through September 30, 2023; the
2023 HCRA Annual Report - Goals and Accomplishments; the 2024 Work Program; and
a recommendation that the City Council proclaim one week in May of each year as
Historic Preservation Week. Following approval by the Planning Commission, acting as
the HCRA, the CLG Annual Report will be first transmitted to the City Council to receive
and file and then to the State Office of Historic Preservation (OHP).
RECOMMENDATION:
1. That the Planning Commission, acting as the HCRA approve the 2022-2023 CLG
Annual Report. (Attachment A) and direct staff to forward the CLG Annual Report
to the City Council as a receive and file item and to the State OHP.
2. That the Planning Commission, acting as the HCRA, receive and file 2023 HCRA
Annual Report - Goals and Accomplishments, adopt the 2024 HCRA Work
Program, and recommend that the City Council proclaim one week in May of
each year as Historic Preservation Week as described in Resolution No. 4485
(Attachment C).
BACKGROUND:
HISTORIC AND CULTURAL RESOURCES ADVISOR
On November 6, 2018, the City Council adopted Resolution No, 18-78 (Attachment B)
designating the Planning Commission as the HCRA to the City Council and defined the
2022-2023 CLG Annual Report & 2024 HCRA Work Program

roles and responsibilities and established a requirement for an annual work program. In
addition, the HCRA advises the City Council on all matters related to the Cultural
Resources (Old Town) District and serves as a liaison between residents, property
owners, and the City Council per Tustin City Code (TCC) Section 9252(c).
CERTIFIED LOCAL GOVERNMENT (CLG) PROGRAM
The Code of Federal Regulations (CFR) authorizes the National Park Service (NPS) to
establish a mechanism for each state to certify local governments to carry out the
purposes of the National Historic Preservation Act of 1966 (the Act), as amended (36
CFR 61 . 6). The 1980 amendment to the Act provided for the establishment of the CLG
Program to encourage direct participation of local governments in the identification,
evaluation, registration, and preservation of historic properties within their jurisdictions
and promote the integration of local preservation interests and concerns into local
planning and decision-making processes.
In 1991, the City Council adopted Resolution No. 91-3, approving participation in the
CLG program, making Tustin the first city in Orange County to receive CLG status. The
cities of Tustin, Santa Ana and San Clemente are the only three Orange County cities
that have achieved CLG status. To date, there are a total of 69 CLG cities in the State
of California.
The OHP administers the CLG program in conformity with the Act, The benefits of
participating in the CLG program include:
• Access to a variety of technical assistance including training opportunities,
resource assistance, publications, and grants.
• Indirect economic benefits of commitment to historic preservation including an
increase in property values, pride of place and revitalization of historic
downtowns, adaptive reuse of districts and/or buildings resulting in conservation
of resources, use of existing infrastructure, local job generation and purchasing,
support of small business development and heritage tourism, and enhancement
to the quality of life and community character.
• Eligibility for Federal grants from the Historic Preservation Fund administered by
the State OHP.
Ability to streamline project approvals using categorical exemptions by following
adopted National Register/California Register criteria and the Secretary of Interior
Standards under the California Environmental Quality Act (CEQA) and Section 106 of
the National Historic Preservation Act (NHPA) as it relates to historic properties.

Participation in the CLG program requires the city to remain committed to the following
five minimum responsibilities:
1. Enforce State and local laws and regulations for designated historic properties.
2. Maintain review by a commission with at least five members that have
demonstrated interest, competence, or knowledge in historic preservation that
meets at least four times per year.
3. Maintain a system for the City's historic resource survey and inventory of historic
properties.
4. Continue to provide opportunities for public participation.
5. Satisfactorily perform responsibilities delegated to the CLG by the State OHP
DISCUSSION
CLG Annual Report
Attached for the HCRA's consideration, is a copy of the City of Tustin's CLG Annual
Report (Attachment A) for the reporting period between October 1, 2022, and
September 30, 2023. The CLG Annual Report summarizes the City's historic
preservation efforts and describes the City's efforts in meeting the requirements of the
CLG program during the 2022-2023 reporting period. Following approval of the report
by the Planning Commission, acting as the HCRA, the report will be transmitted first to
the City Council to receive and file, and then to the State OHP,
HCRA Work Program
Tustin City Code (TCC) Section 9252(c) states:
"The Planning Commission shall advise the City Council on all matters relating to
historical and cultural resources, including without limitation, matters affecting the
establishment of a Cultural Resources District, designation of Cultural
Resources, and as a liaison between residents, property owners, and the City
Council within a Cultural Resources District. In performing its historic and
cultural resources duties, the Planning Commission shall not exercise any
independent final decision-making authority or expend City funds. Actions of the
Commission shall not be considered actions of the City and shall not be
represented as such."
On November 6, 2018, the City Council adopted Resolution No. 18-78 (Attachment B)
affirming the Planning Commission as the HCRA to the City Council and establishing a

program, defining the HCRA's roles and responsibilities and requiring an annual work
program.
2023 HCRA Annual Report— Goals and Accomplishments
On February 28, 2023, the Planning Commission adopted Resolution No. 4468
(Attachment D) implementing the 2023 HCRA Work Program. The following is a
summary of the 2023 HCRA Work Program goals and accomplishments during the
2023 calendar year and the status of each task:
1. Goal One - Interactive Map of Historic Resources:
• Status: During the 2023 Work Program Period, Staff continued to work
with the City's GIS analyst on the creation of the map.
2. Goal Two - Expand content on historic preservation program webpage:
• Status: Further streamlined information about the City's historic
preservation program and expanded content on the City's webpage that
included historic preservation tools and resources for residents, business
owners and the public such as the 2021 Tustin Historic Resources Survey,
Old Town Virtual Walking Tour, Cultural Resource District Residential and
Commercial Guidelines and other Historic Preservation information. The
Historic Preservation website can be found by accessing the following link:

3. Goal Three One Commendation Nomination:
The Commendation Program recognizes an Old Town property for its
outstanding merit during the last month of each calendar quarter and the owner
is provided with a City-paid plaque.
• Status: During the 2023 Work Program Period, there were no nominations
received for the City's Commendation Program. The program was being
reviewed by City staff and suspended temporarily.
4. Goal Four - Two Historic Register Plaque Program Nominations:
Historic plaques are intended to recognize Tustin's historic properties, educate
the public, increase public interest in historic properties, and promote community
pride.
• Status: During the 2023 Work Program Period, the HCRA approved the
following nominations to the City's Historic Register Plaque Program:

With the inclusion of the two properties above, a total of 71 properties have
received Tustin Historic Register plaques under this Program.
5. Goal Five - Collaborate with the Public Arts Commission for possible
inclusion of historical image inspirations for future public art.
• Status: Continue to collaborate with the Public Arts Commission on
potential future public art.
6. Goal Six - Each Commissioner shall receive a minimum of the equivalent of
one (1), six (6)-hour day of training or six (6) cumulative hours of training
from an approved provider list or by approval of the Community
Development Director. This training is provided in addition to mandatory
introductory training for new Commissioners and a refresher course for
more seasoned Commissioners provided by City staff.
• Status: All Commissioners met their minimum six hours of training for
2023.
7. Goal Seven - Other matters as may be referred to the HCRA by the City
Council or the Community Development Director.
• Status: Ongoing
Proposed 2024 HCRA Work Program
In the spirit of reevaluating prior years and determining an upcoming work program
for the following year, staff proposes to expand the 2024 HCRA work program with
activities that would promote further interest, education, and public awareness about
historic preservation in Tustin. This year, staff is excited to propose a "Historic
Preservation Week in which the City would promote a week of information,
interesting facts and helpful resources related to historic preservation, Staff
proposes this would take place one week in May each year and would coincide with
other cities that have a historic preservation program and the State OHP. The last
day of the Historic Preservation Week will culminate with the City's annual Historic
Walking Tour in Old Town.

The following are the recommended goals and objectives for the 2024 HCRA Work
Program:
1. Continue to integrate historic preservation into land use planning by updating and
organizing the TCC to further improve the understanding and requirements of
historic preservation.
a. Establish clear definitions within the TCC.
b. Establish a City of Tustin Historic Preservation Week during one week in
the month of May of every calendar year. This effort coincides with the
State OHP's programming which takes place during the month of May.
2. One Commendation nomination.
3. Two Historic Plaque Program nominations.
4. Coordinate and organize two in-house training sessions for the HCRA.
5, Provide ongoing maintenance with updated historic resource information to the
City's Historic Preservation focused webpage and Virtual Walking Tour for the
public to utilize.
6. Create a Historic Plaque Program inventory and associated GIS-based map that
includes the property address, historic name, and brief background summary of
all the properties included in the historic plaque program that can be accessible
to the public on the City's focused webpage.
7. Actively participate in City events within the City's Cultural Resource District to
encourage community participation and expand knowledge relative to City-wide
historic preservation.
S. Other matters as may be referred to the HCRA by the City Council or the
Community Development Director.
a. Nominate the City's Old Tour Virtual Walking Tour mobile application for
Governor's Award through the State OHP.
Staff recommends that the Planning Commission, in its capacity as the HCRA, approve
the 2022-2023 Certified Local Government (CLG) Annual Report (Attachment A) and
direct staff to forward the Annual Report to the City Council to receive and file. Staff
also recommends that the Planning Commission receive and file the 2023 HCRA
Annual Report - Goals and Accomplishments, adopt the 2024 HCRA Work Program,
and recommend that the City Council proclaim one week in May of each year as
Historic Preservation Week.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AFFIRMING THE PLANNING COMMISSION ACTING AS
HISTORIC AND CULTURAL RESOURCES ADVISOR PURSUANT TO TUSTIN
CITY CODE 9252c AND ESTABLISHING A PROGRAM DEFINING THE
COMMISSION ROLES, RESPONSIBILITIES AND ANNUAL WORK PROGRAM
The City Council of the City of Tustin does hereby resolve as follows:
I. The City Council hereby finds, determines and declares as follows:
A. That on June 20, 1988, the City Council adopted Ordinance No. 1001
establishing the City's Cultural Resources Overlay District and the City's
Cultural Resources Advisory Committee (hereinafter referred to as the
Historic Resources Committee as adopted by City Council Resolution 3991).
The Historic Resources Committee was formed with five (5) members
charged with acting solely in an advisory capacity to the City Council in
matters affecting the establishment of the Cultural Resources District,
designation of Cultural Resources, and liaison between residents, property
owners and the City Council.
B. That on July 31 , 1991, the City of Tustin became a California Certified Local
Government (CLG) pursuant to the National Historic Preservation Act of
1996, as amended in 1980.
C. That on May 1 , 2007, City Council adopted Ordinance 1332, which
consolidated the responsibilities of the Historic Resources Committee to the
Planning Commission in an effort to minimize impacts on City resources.
D. That on April 3, 2018, the City Council received public input from the Tustin
Preservation Conservancy requesting the Historic Resources Committee be
reinstated as a separate committee.
E. That on July 17, 2018, and October 8, 2018, City Council affirmed the
Planning Commission as the advisory body on historic and cultural matters
and directed staff to define the roles, responsibilities and work program for the
Planning Commission-
F. That on November 6, 2018, the City Council considered the Planning
Commission as Historic and Cultural Resources Advisor Program attached
hereto as Exhibit "A".

PLANNING COMMISSION AS HISTORIC AND CULTURAL RESOURCES ADVISOR
PURPOSE
Tustin has played a vital role in the history of Orange County and has retained a rich and
unique cultural heritage. It is hereby declared as a matter of public policy that the
recognition, preservation, protection and use of culturally significant structures, natural
features, sites end neighborhoods within the City of Tustin is required in the interest of
health, safety, prosperity, social and cultural enrichment and general welfare of City
residents. The City Council designated the Planning Commission as the advisory body
to the. City Council on all matters relating to historic and cultural resources, including
without limitation:
■ Matters affecting the establishment of a Cultural Resources District
■ Designation of Cultural Resources, and
• As a liaison between residents, property owners, and the City Council within a
Cultural Resources District.
RESPONSIBILITIESITYP[CAL DUTIES
In its capacity as an advisory body on matters relating to historic and cultural resources,
the Commission shall:
• Protect the historic integrity of the City of Tustin for the citizens of the community,
visitors, investors, and property owners.
• Promote the economic, cultural, historical, and educational well-being of the
community.
• Promote pride in the historic accomplishments within the City of Tustin.
• Provide mechanism(s) for identifying and preserving the historic and architectural
resources of the City of Tustin that represent elements of the City's cultural, social,
economic, political, and architectural history.
• Educate the citizens of Tustin about the benefits of preservation of historic
structures, areas, sites, neighborhoods, and other historic resources correcting
existing and preventing further urban blight.
• Establish a preservation plan which includes all historic districts, structures, areas,
sites, and other historic resources which are listed or are eligible for listing in the
National, State or City Register of Historic Places.
• Engage in other historical or cultural activities as requested by the City Council.

QUALIFICATIONS AND REQUIRED TRAINING
The Commission shall receive:
• New Commissioners receive one (1) mandatory introductory training related to
Tustin area historical resources including Old Town and other resources located
throughout the City.
• One (1) annual refresher course for more seasoned Commissioners.
• In addition to the above, a minimum of the equivalent of one (1), six (6)-hour day
of training per year.
Educational events may include trainings conducted by City Staff and/or collaborations
with groups similar to the California Preservation Foundation, the Tustin Historical Society
and Tustin Preservation Conservancy. Training programs may include live workshops,
conferences, live and pre-recorded webinars, and E-learning modules. The fol'owing list

Annually, the Commission shall establish a Work Program. The Work Program shall
establish goals and objectives for the program year. The Commission shall solicit input

The Commission shall transmit an Annual Report to the City Council. Subject to City
Council concurrence, the Annual Report shall include a statement of goals, objectives,
accomplishments and efforts to further the cultural, historical, and educational well-being

ACTING AS THE HISTORIC AND CULTURAL RESOURCES
ADVISOR, APPROVING A WORK PROGRAM FOR
CALENDAR YEAR 2024 AND PROCLAIMING HISTORIC
PRESERVATION WEEK
I. The Planning Commission, acting as the Historic and Cultural Resources Advisor
(HCRA) of the City of Tustin, finds and determines as follows:
A. That on November 6, 2018, the City Council adopted Resolution 18-78
affirming the Planning Commission as the HCRA to the City Council pursuant
to Tustin City Code 9252c and establishing a program defining the
Commission's roles, responsibilities and requiring an annual Work Program.
B. That the Planning Commission desires to establish the goals and objectives
for the 2024 Work Program.
C. That the Planning Commission desires to establish one week in May of each
year as "City of Tustin Historic Preservation Week".
D. That the Planning Commission held a public meeting on March 26, 2024, to
consider the 2024 HCRA Work Program.
II. That the Tustin Planning Commission hereby approves the 2024 HCRA Work
Program attached hereto as Exhibit A and recommends that the City Council

2024 WORK PROGRAM
1 . Continue to integrate historic preservation into land use planninq by updating and
organizing the Tustin City Code (TCC) to further improve the understanding and
requirements of historic preservation.
a. Establish clear definitions within the TCC and use consistently.
b. Establish a City of Tustin Historic Preservation Week during one week in
the month of May of every calendar year. This effort coincides with the State
OHP's programming which takes place during the month of May.
2. One Commendation nomination.
3. Two Historic Plaque Program nominations.
4. Coordinate and organize two (2) in-house training sessions for the HCRA.
5. Provide ongoing maintenance and updates to the City's Historic Preservation
focused webpage and Virtual Walkinq Tour with updated historic resource

6. Create a Historic Plaque Program inventory. Create a GIS map that includes the
property address, historic name, and brief background summary of all the properties
included in the historic plaque program that will be accessible to the public on the
City's focused webpage.
7. Actively participate in City events within the City's Cultural Resource District to
encourage community participation and expand knowledge relative to City-wide
historic preservation.
8. Other matters as may be referred to the HCRA by the City Council or the Community

HISTORIC PRESERVATION WEEK PROCLAMATION
Whereas, the National Trust for Historic Preservation established May as Historic
Preservation Month in 1973 as a way to promote historic places for the purpose of
instilling national and community pride, promoting heritage tourism, and showing the
social and economic benefits of historic preservation throughout the United States; and
Whereas, May is Preservation month in both California and across the United
States; and
Whereas, on June 20, 1988, the City Council adopted Ordinance 1001 establishing
the City's Cultural Resources Overlay District within the City of Tustin to acknowledge the
original boundaries of the community; and
Whereas, on July 31, 1991 and in recognition of its efforts in historic preservation,
the City of Tustin received the designation of a "Certified Local Government" (CLG)
pursuant to the National Historic Preservation Act of 1966, as amended in 1980; and
Whereas, local preservation is an effective tool for revitalizing neighborhoods,
fostering community pride and maintaining community character while enhancing
livability; and
Whereas, the City's Old Town area, other historic structures found throughout the
City and the former Marine Corps Air Station (MCAS) Tustin, help make Tustin unique
and provide links with the aspirations and attainments of the City's pioneers and their
descendants; and
Whereas the retention and stewardship of cultural resources is of vital importance
to protecting our heritage; and
Whereas, it is important to celebrate the role of history in the lives of the community
and contributions made by dedicated individuals in helping to preserve the tangible
aspects of the heritage that has shaped the City and the people; and
Whereas, the City of Tustin community continues to demonstrate its commitment
to preservation, as it grows and develops, through ongoing historic surveys; the
nomination of significant cultural resources to the State and National Registers of Historic
Places; the integration of historic elements through revitalization or adaptive reuse; and
the recognition, rehabilitation, and restoration of historic properties.
Now, therefore, I, Austin Lumbard, Mayor of the City of Tustin, California, on behalf
of the City Council, Mayor Pro-Tem Gallagher, Councilmembers Clark, Gomez and
Schnell, do hereby proclaim one week in May each year, as "Historic Preservation Week"
in the City of Tustin, and urge the citizens of Tustin to join me in this special observance.

A RESOLUTION OF THE TUSTIN PLANNING COMMISSION,
ACTING AS THE HISTORIC AND CULTURAL RESOURCES
ADVISOR, APPROVING A WORK PROGRAM FOR
CALENDAR YEAR 2023.
1, The Planning Commission, acting as the Historic and Cultural Resources Advisor
(HCRA) of the City of Tustin, finds and determines as follows:
A. That on November 6, 2018, the City Council adopted Resolution 18-78
afl•irming the Planning Commission as the HCRA to the City Council pursuant
to Tustin City Code 9252c and establishing a program defining the
Commission's roles, responsibilities and requiring an annual Work Program.
B. That on March 26, 2019, the Planning Commission initially established an
annual Work Program under the HCRA Program to set forth the goals and
objectives for the program on an annual basis.
C. That the Planning Commission desires to establish the goals and objectives
for the 2023 Work Program,
D. That the Planning Commission held a public meeting on February 28, 2023,
to consider the 2023 Work Program.
11. That the Tustin Planning Commission hereby approves the 2023 HCRA Work
Program attached hereto as Exhibit A.
111. That the Planning Commission authorizes the Commiunity Development Director to
update the 2023 HCRA Work Program with minor amendments and/or expand or

5. Collaborate with the recently appointed Arts Commission for possible inclusion of historical images
inspiration for future public art,
6. Each Commissioner shall receive a minimum of six (6)-hours of training, one (1) mandatory
introductory training for new Commissioners and one (1) refresher course for more seasoned
Commissioners.
