ACTION MINUTES
COUNCIL CHAMBER &VIDEO CONFERENCE
ZONING ADMINISTRATOR MEETING
MARCH 26, 2024
CALLED TO ORDER: 10:00 A.M.
ROLL CALL: Justina Willkom, Zoning Administrator
PUBLIC CONCERNS: Hurtado confirmed no public input received.
CONSENT CALENDAR: None.
PUBLIC HEARING:
1. CONDITIONAL USE PERMIT (CUP) 2023-0023
APPLICANT: Michael Mustac, World of Racing
LOCATION: 2473 and 2475 Park Avenue
REQUEST:
A requestto establish an indoor commercial recreational use consisting of an interactive
professional grade automotive simulator entertainment concept located within two
existing tenant spaces located at 2473 and 2475 Park Avenue.
ENVIRONMENTAL REVIEW:
This project is Categorically Exempt from further environmental review pursuant to
CEQA Section 15301, Class 1, "Existing Facilities" of the State CEQA guidelines.
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 24-005
approving CUP 2023-0023 to authorize a commercial recreational use consisting of a
professional grade automotive simulator entertainment concept within the two
existing tenant spaces located at 2473 and 2475 Park Avenue.

Mary Salman,Assistant Planner, provided a brief Power Point presentation of Item No.
1.
Willkom asked Salman about the revisions made to the Exhibit A of the Conditions of
Approval. She also added that there was a minor typographical error to the Hours of
Operation (Page 6). Correction to be handled by Salman.
Willkom opened the Public Hearing item at 10:05 a.m.
Hurtado confirmed there was no public comment received regarding the item.
Willkom invited the applicant to the podium and asked if he was in agreement with
the staff report and amended Conditions of Approval. The , Michael Mustac, did not
have any questions and he was in agreement with the amended Conditions of
Approval.
Willkom closed the Public Hearing item at 10:06 a.m.
Willkom adopted ZAA 24-005, as amended.
2. CONDITIONAL USE PERMIT (CUP) 2024-0001
APPLICANT: Kurt Kaiwei Chen, Ootoro Bar, LLC.
LOCATION: 15020 Kensington Park Drive, Unit 120
REQUEST:
A request to allow on-site sales and consumption of beer and wine (Type 41 ABC
License) in conjunction with a restaurant located at 15020 Kensington Park Drive, Unit
120.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from CEQA pursuant to Section 15301 (Class 1,
Existing Facilities) of the State CEQA guidelines.

RECOMMENDATION:
That the Zoning Administrator adopt ZAA 24-006 approving CUP 2024-0001 to
authorize the sale of beer and wine (Type 41) in conjunction with a restaurant located
at 15020 Kensington Park Drive, Unit 120.
Erica Demkowicz, Senior Planner, provided a brief Power Point presentation of Item
No. 2.
Willkom opened the Public Hearing item at 10:10 a.m.
Hurtado confirmed there was no public comment received regarding Item No. 2.
The applicant's representative, Rudy Lopez,joined via Zoom and he did not have any
questions.
Willkom closed the Public Hearing item at 10:11 a.m.
Willkom adopted ZAA 24-006, as presented.
REGULAR BUSINESS: None.
ADJOURNMENT: 10:11. The date of the next meeting of the Zoning Administrator
will be scheduled when items are set for hearing.
