Summary
On December 5, 2023, the City Council directed staff to implement
policy recommendations from the DCCSP/RHASP Assessment.
On February
20, 2024,
the City Council
reviewed and approved a
policy
action
regarding
parkland
in -lieu
of dedication
fees.
Changed land valuation of the DCCSP parkland dedication in -lieu fee
for non -subdivision (rental) projects to match RHASP ($2.5M/acre).
Directed staff to evaluate citywide in -lieu fee formula for subdivisions
projects (for sale housing).
Summary (cont.)
On March 5, 2024, the City Council reviewed and approved a policy
action regarding the temporary suspension of the City's affordable
housing in -lieu fee.
Suspended for 36 months the affordable housing in -lieu fee for
projects in the DCCSP and RHASP areas.
2 Directed staff to assess the Voluntary Affordable Housing
Program and present findings to the Planning Commission.
Other Policy Items To Be Considered
The following are remaining near- and mid-term policy items to
consider for the DCCSP and RHASP:
1. Reduce residential parking standards.
2. Modify private storage area requirements for residential projects.
3. Modify types of land uses allowed, including ground floor retail
requirements at key nodes.
Revise retail and mixed -use parking standards.
Modify height restrictions where historic preservation is not a
concern.
