SUBJECT: FINAL PARCEL MAP 2005-224
SUMMARY
Final Parcel Map 2005-224 is a request to combine two (2) existing parcels into a 2.98-
acre parcel to accommodate a 73,250 square foot office, research and development,
and warehouse development with fourteen (14) condominium units, ranging in size from
3,282 to 8,453 square feet at 1372 and 1382 Valencia Avenue, also known as Lots 8 and
9 of Tract 7721. On January 23, 2006, the Planning Commission recommended that the
City Council approve Tentative Parcel Map 2005-224 and on February 6, 2006, the City
Council approved Tentative Parcel Map 2005-224 (Applicant/Owner: M2 Properties, Inc.).
RECOMMENDATION:
That the City Council adopt Resolution No. 06-119 approving Final Parcel Map 2005-224
to combine the two (2) existing parcels into a 2.98-acre parcel and create a parcel map for
condominium purposes.
FISCAL IMPACT:
Final Parcel Map 2005-224 is an applicant-initiated project. The applicant has paid
applicable fees for the processing of this project.
ENVIRONMENTAL:
This project is categorically exempt pursuant to Section 15315, Class 15 of Title 14,
Chapter 3 of the California Code of Regulations (Guidelines for the California
Environmental Quality Act).
BACKGROUND:
The site is located at the southeast corner of Valencia Avenue and Mosher Drive within
the Planned Community Industrial (PC-IND) zoning district (Attachment A - Location

Map). On January 16, 2006, the Community Development Director approved Design
Review 05-021 authorizing the interior and exterior rehabilitation of an existing 74,000
square foot industrial building, including the demolition of approximately 750 square feet of
building area to accommodate truck delivery areas, and the creation of fourteen (14) new
condominium spaces, ranging from 3,282 to 8,453 square feet in size subject to approval
of a parcel map to combine the two (2) existing parcels into one (1) parcel (TPM 2005-
224). On January 23, 2006, the Planning Commission recommended that the City Council
approve Tentative Parcel Map 2005-224 and on February 6, 2006, the City Council
approved Tentative Parcel Map 2005-224.
DISCUSSION
The 2.98-acre project site is currently comprised of two (2) properties, Lots 8 and 9 of
Tract 7721, which is currently improved with an existing light industrial building with office,
research and development, and warehouse areas and accessed via a driveway on
Mosher Drive and two (2) driveways along Valencia Avenue. Final Parcel Map 2005-224
would combine two (2) existing parcels into a parcel to accommodate a 73,250 square
foot office, research and development, and warehouse development with fourteen (14)
condominium units, ranging in size from 3,282 to 8,453 square feet. All existing
easements will remain in effect; however, the applicant will create new Covenants,
Conditions, and Restrictions (CC&Rs) to regulate common areas such as parking area,
landscape area, and exterior building maintenance.
Staff has reviewed Final Parcel Map 2005-224 and has determined that the map is in
substantial conformance with the City Council's approval of Tentative Parcel Map 2005-
224, the City's Zoning Code and Subdivision Code, and the State Subdivision Map Act.
Findings to support approval of Final Parcel Map 2005-224 are included in Resolution No.
06-119 for the City Council's consideration.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN APPROVING FINAL PARCEL MAP 2005-224 TO
COMBINE TWO (2) PARCELS TO CREATE A 2.98-ACRE
PARCEL FOR CONDOMINIUM PURPOSES TO
ACCOMMODATE A 73,250 SQUARE FOOT OFFICE,
RESEARCH AND DEVELOPMENT, AND WAREHOUSE
DEVELOPMENT AT 1372 AND 1382 VALENCIA AVENUE,
ALSO KNOWN AS LOTS 8 AND 9 OF TRACT 7721.
The City Council of the City of Tustin does hereby resolve as follows:
I. The City Council finds and determines as follows:
A. That a proper application for Final Parcel Map No. 2005-224 was submitted
by Keith Yang on behalf of M2 Properties, Inc. requesting approval to
combine two (2) existing parcels to create a 2.98-acre parcel for
condominium purposes to accommodate a 73,250 square foot office,
research and development, and warehouse development at 1372 and 1382
Valencia Avenue, also known as Lots 8 and 9 of Tract 7721;
B. That on January 23, 2006, the Planning Commission adopted Resolution
No. 4013 recommending that the City Council approve Tentative Parcel
Map 2005-224; and the City Council approved Tentative Parcel Map
2005-224 on February 6, 2006, by adopting Resolution No. 06-22;
C. That the proposed subdivision is in conformance with the Tustin General
Plan land use designation of Planned Community Commercial/Business
and Planned Community Industrial (PC-IND) Zoning District in that these
designations provide for the development of office, research and
development, and warehouse uses;
D. That the site is physically suitable for the type of development proposed;
E. That the site is physically suitable for the proposed density of the
development;
F. That the design of the subdivision or the types of improvements proposed
are not likely to cause serious public health problems;
G. That the parcel map or the proposed improvements are not likely to cause
substantial environmental damage or substantially and avoidably injure fish
or wildlife in their habitat; and,
H. The parcel map is Categorically Exempt pursuant to Section 15315, Class
15 of Title 14, Chapter 3, of the California Code of Regulations
(Guidelines for the California Environmental Quality Act).

II. The City Council hereby approve Final Parcel Map 2005-224 to combine two (2)
parcels to create a 2.98-acre parcel for condominium purposes to accommodate a
73,250 square foot office, research and development, and warehouse
development at 1372 and 1382 Valencia Avenue, also known as Lots 8 and 9 of
Tract 7721, subject to final approval by the City Engineer prior to recordation.
PASSED AND ADOPTED at a regular meeting of the Tustin City Council, held on the 2nd
