Conditional Use Permit 04-022 and Desian Review 04-020. A request to construct a 1 ,328 square foot detached accessory structure with a two (2) car garage and second story guest room at 200 South A Street,within the Single Family Residential (R-1) Cultural Resources Overlay zoning district. APPLlCANT/: PROPERTY OWNER: Michele C. Young RECOMMENDATION That the Zoning Administrator adopt Zoning Administrator Action 05-007 approving Conditional Use Permit 04-022 and Design Review 04-020. The Public Hearing opened at1 0:36 p.m. The Zoning Administrator asked the applicant if she had read the staff report and understood all the conditions of approval. The applicant, Michele C. Young, answered in the affirmative. The Zoning Administrator asked if the applicant had any questions. Zoning Administrator Agenda January 20, 2004 Page 2 The applicant asked about the description of a two-car garage when the plan shows garage doors for three cars. Mall West responded that the design appears to be a three-car garage but, technically, the interior dimension for a garage space is 10 feet by 20 feet. As designed, the garage only accommodates two legal garage spaces. The Zoning Administrator noted the structure is within the Cultural Resources District and the building is "A" rated and that the accessory building is meant to complement the existing Colonial Revival style architecture; having read the staff report and since there was no public opposition, the Zoning Administrator approved the request based on the findings and conditions of approval, including placing a covenant restriction on the property that states the structure will not be used as a second unit. The Zoning Administrator adopted Zoning Administrator Action 05-007 approving Conditional Use Permit 04-022 and Design Review 04-020.
