PUBLIC CONCERNS: (Limited to 3 minutes per person for items not on the agenda)
CONSENT CALENDAR: No Items on Consent Calendar
PUBLIC HEARINGS:
1. Conditional Use Permit 05-039 a request to establish a pet grooming service in
an existing commercial center at 301 EI Camino Real, Unit S, within the Central
Commercial, Combining Parking zoning district.

RECOMMENDATION
That the Zoning Administrator adopt Zoning Administrator Action 05-024
approving Conditional Use Permit 05-039.
The Public Hearing opened at 10:34 a.m.
The Zoning Administrator explained the hearing process; and, asked the applicant if the
staff report and conditions of approval were acceptable.
Paulo Menezes, representing the applicant, answered in the affirmative, indicating the
applicant formerly operated the same business at this address between 1984 and 1990
and was looking forward to returning to the location; stated he and the applicant were
available to answer any questions; and, asked if the tinted window requirement would
include the window on the alley or just the north-facing, street-side windows.
The Zoning Administrator stated the intent of the condition was for the front-facing
windows, but the conditions could be amended if the applicant so desired.
Mr. Menezes stated that would not be necessary.

Colly Van Dyken, the applicant, stated she is very anxious to return to her old location.
Arnold Surfas, stated he is a business owner in Tustin who takes his animals to Ms. Van
Dyken and has always found her business well-maintained: he fully supports her move to
this location.
Tina Surfas echoed her husband's remarks.
The Public Hearing closed at 10:38 a.m.
The Zoning Administrator adopted Zoning Administrator Action 05-024 approving
Conditional Use Permit 05-039.
The Zoning Administrator indicated to the applicant that this is an appealable item. If no
appeal is received before 5:00 p.m. next Monday, she may proceed.

items are set for hearing.
