CONDITIONAL USE PERMIT 05-024 - A request to establish an after school tutoring facility for Grades 4 through 11 within an approved retail center. The project is located at 1631 Edinger Avenue, Suite 202 within the Industrial (M) zoning district. APPLICANT: HONORS REVIEW TUTORING FACILITY ATTN: NANCY HAN PROPERTY OWNER: BREEZY MEADOWS, L.L.C. ATTN: JEFF S. KLEIN RECOMMENDATION That the Zoning Administrator adopt Zoning Administrator Action 05-020 approving Conditional Use Permit 05-024. The Acting Zoning Administrator asked the attendee to identify himself. Matt Han stated his background and indicated he is the husband of the applicant, Nancy Han. The Acting Zoning Administrator introduced the other staff members in attendance. Zoning Administrator Agenda October 10, 2005 Page 2 The Acting Zoning Administrator noted there were no other members of the public in attendance and no consent calendar items. The Public Hearing opened at 10:35 a.m. The Acting Zoning Administrator summarized the staff report and asked Mr. Han if he had read the report and understood all the conditions of approval. Mr. Han answered in the affirmative. The Acting Zoning Administrator approved Zoning Administrator Action 05-020 approving Conditional Use Permit 05-024. The Public Hearing closed at 10:37 a.m. 2. CONDITIONAL USE PERMIT 05-033 - A request to provide massage services in conjunction with a hair salon and spa services. The project is located at 139 W. First Street within the First Street Specific Plan (FSSP) zoning district. APPLICANT: ANTHONY B. SALON ATTN: SHANNON BOCCIGNONE PROPERTY OWNER: FORUM CAPITAL INC. ATTN: ROBERT CLARK/JOHN COELHO RECOMMENDATION That the Zoning Administrator adopt Zoning Administrator Action 05-021 approving Conditional Use Permit 05-033. The applicant, Shannon Boccignone and her husband, Anthony, introduced themselves. The Acting Zoning Administrator made staff introductions. The Public Hearing opened at 10:41 a.m. The Acting Zoning Administrator summarized the staff report and asked the applicant if she had read the report and understood all the conditions of approval. The applicant replied in the affirmative. Minoo Ashabi noted that Ordinance 1252 as it applies to the massage facility has been amended regarding the massage technician requirements; Ordinance 1289 modifies some requirements, including a national test. Zoning Administrator Agenda October 10, 2005 Page 3 The Acting Zoning Administrator approved Zoning Administrator Action 05-021 approving Conditional Use Permit 05-033, with modifications to Finding D 1) and Conditions 2.16 and 2.21 to include the proper reference to Ordinance No. 1289. The Public Hearing closed at 10:49. a.m. The Acting Zoning Administrator noted there is a seven-day appeal period during which the applicant or members of the public may appeal this action. REGULAR BUSINESS: None ADJOURNMENT: The meeting adjourned at 10:50 a.m. The date of the next meeting of the Zoning Administrator will be scheduled when items are set for hearing.
