HomeMy WebLinkAboutCC RES 96-131 1 RESOLUTION NO. 96-131 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE APPLICATION FOR 3 TRADE AND COMMERCE DESIGNATION OF A LAMBRA FOR MARINE CORPS AIR STATION, TUSTIN 4 5 The City Council of the City of Tustin, California, DOES HEREBY RESOLVE as follows: 6 I. The City Council finds and determines as follows: 7 A. In 1993 the California Trade.and Commerce Agency 8 created the Local Agency Military Base Recovery Area (LAMBRA) legislation (AB 693) to stimulate job 9 creation in areas experiencing military base down- sizing and closure; and 10 B. LAMBRAdesignations are similar to Enterprise Zones 11 allowing communities to extend California tax credits to companies locating in a LAMBRA Zone, 12 which is anticipated to encourage and facilitate early reuse and economic development of closing 13 military installations; and 14 C. Participating communities will enjoy a Variety of long term benefits including employment 15 opportunities for area residents, a decreased unemployment rate, and increased tax base, and the 16 ability to attract industry to the site; and 17 D. The designation of a LAMBRA is a competitive process and limited to only one base-closure is affected community in the 'Orange County/LosAngeles County region; and 19 E. The redevelopment of MCAS Tustin and the community 20 of Tustin would be greatly benefitted through the advantages of LAMBRA designation; and 21 F. The Department of Defense decided to terminate 22 operations at MCAS Tustin by July 1, 1997 under the Defense Base Closure and Realignment Act of 1991. 23 in 1993 the Defense Base Closure and' Realignment Act of 1993 reaffirmed the base closure, but 24 realigned operations to Miramar and/or MCAS North Island with a revised closure date by July 1, 1999. 25 G. LAMBRA designation is necessary to attract private 26 sector investment to the site; and 27 Ho No portion of the application area is included 'within an Enterprise Zone or other Economic 28 Incentive Area designated by the .state Resolution No. 96-131 Page 2 2 II. The City Council does hereby take the following actions 3 in support of creation of a LAMBRA designation: 4 1. Approves the filing of an application for California Trade and Commerce Agency designation of a LAMBRA for MCAS 5 Tustin; and 6 2. Commits to the preparation of a joint EIR/EIS on the MCAS-Tustin Reuse Plan pursuant to the California 7 Environmental Quality Act (CEQA); and e 3. Agrees to complete all actions stated within the LAMBRA application related to marketing approach, proposed 9 incentives, etc., and recognizes that failure to perform these actions could result in the automatic revocation of the LAMBRA 10 designation; and 11 4.
