SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION
TO ADVERTISE FOR BIDS FOR THE CITY PROPERTY
IMPROVEMENTS AT 450 El CAMINO REAL (CIP NO. 1040)
SUMMARY
The plans and specifications for the City Property Improvements at 450 EI Camino Real (CIP
No. 1040) have been prepared and the project is now ready to be bid. This project provides
for the installation of landscaping, irrigation, fencing and park benches within a portion of the
City's vacant lot at 450 EI Camino Real.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 06-112, approving the plans
and specifications for the City Property Improvements at 450 EI Camino Real (CIP No, 1040),
and authorizing and directing the City Clerk to advertise for bids.
FISCAL IMPACT
The FY 2006/2007 Capital Improvement Program (CIP) budget allocates $95,000 for the
construction phase of the project. The engineer's construction cost estimate for the contract
portion of the work to be bid is $76,000.
BACKGROUND
The project consists of installation of landscaping, irrigation, fencing and park benches within
the easterly one third of the vacant city-owned lot at 450 EI Camino Real. Pedestrian access
is available from the existing concrete sidewalk on the west side of EI Camino Real. The path
of travel within the landscaped area consists of compacted decomposed granite (D.G.), which
meets the requirements of the Americans with Disabilities Act (ADA).
A wooden fence and gate will be installed across the lot to separate the landscaped area from
the remaining unimproved portion of the lot to the west. Reproductions of historic citrus crate
labels commemorating Tustin's agricultural history will be attached to the fence.
Since this project involves the enhancement of existing facilities with minor modifications, it is
categorically exempt under California Environmental Quality Act (CEQA) requirements per
Class 4, Section 15304 (b). A Notice of Exemption has been recorded with the County of
Orange. Because Federal Community Development Block Grant (CDBG) funding is involved,
this project has also been reviewed and determined to be categorically excluded under the
National Environmental Policy Act (NEPA) requirements.

RESOLUTION NO. 06-112
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE CITY
PROPERTY IMPROVEMENTS AT 450 EL CAMINO REAL (CIP NO. 1040), AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of the City Property Improvements at 450 EI Camino
Real (CIP No. 1040); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the
California Environmental Quality Act; Class 4, Section 15304 (b): Minor Alterations to
Land; and
WHEREAS, this project is categorically exempt from requirements of the National
Environmental Policy Act (NEPA).
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
City Property Improvements at 450 EI Camino Real (CIP No. 1040)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6th day of November 2006.
