HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE PASADENA AVENUE STORM DRAIN FROM MEDALLION AVENUE TO SYCAMORE AVENUE (CIP NO. 5032) SUMMARY The plans and specifications for the Pasadena Avenue Storm Drain from Medallion Avenue to Sycamore Avenue (CIP No. 5032) have been prepared and the project is now ready to be bid. A Notice of Exemption has been recorded with the County of Orange for this project as categorically exempt under California Environmental Quality Act (CEQA) requirements. Additionally, the project has been reviewed and determined to be categorically excluded under the National Environmental Policy Act (NEPA) requirements. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 06-113, approving the plans and specifications for the Pasadena Avenue Storm Drain from Medallion Avenue to Sycamore Avenue (CIP No. 5032), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The Fiscal Year 2006-2007 Capital Improvement Program (CIP) Budget provides $1,000,943 for the construction portion of the project. The Engineer's construction estimate for the contract portion of this work to be bid is $872,000. DISCUSSION The proposed project consists of replacement of the existing on-street drainage conveyance system with the installation of underground storm drain pipes, junction structures, and catch basins. Upon completion of the underground improvements, the streets will be resurfaced. Since this project involves the replacement and repair of existing facilities with conversion of small structures, it is categorically exempt under California Environmental Quality Act (CEQA) requirements. A Notice of Exemption for the subject project has been recorded with the County of Orange. Since Federal Community Development Block Grant (CDBG) funding is involved, this project has also been reviewed and determined to be categorically excluded under the National Environmental Policy Act (NEPA) requirements. Kasdan Engineering Services Manager Attachments: Resolution No. 06-113 Location Map S:\City Councilltems12006 CouncilltemslApproval of P&S Pasadena Stann Drain (CIP 5032) & Raso 06-113.doc RESOLUTION NO. 06-113 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE PASADENA AVENUE STORM DRAIN FROM MEDALLION AVENUE TO SYCAMORE AVENUE (CIP NO. 5032), AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Pasadena Avenue Storm Drain from Medallion Avenue to Sycamore Avenue (CIP No. 5032); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, this project is categorically exempt from the requirements of the California Environmental Quality Act; Class 2, Section 15302: Facilities Replacement and Class 3, Section 15303: Facilities Conversion; and WHEREAS, this project is categorically exempt from requirements of the National Environmental Policy Act (NEPA). NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Pasadena Avenue Storm Drain from Medallion Avenue to Sycamore Avenue (CIP No. 5032) BE IT FURTHER RESOLVED that the City Clerk is herby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 6th day of November 2006.
