HomeMy WebLinkAboutCC RES 24-26DocuSign Envelope ID: C8B451AC-2DF3-425D-A2AC-315BD6CE8470 RESOLUTION NO. 24-26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION AND COMPENSATION PLANS FOR THE CITY OF TUSTIN AND APPROVING THE SIDE LETTER OF AGREEMENT TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF TUSTIN AND THE TUSTIN POLICE OFFICERS ASSOCIATION — POLICE OFFICER REPRESENTATION UNIT, CONCERNING WAGES, HOURS, AND TERMS AND CONDITIONS OF EMPLOYMENT WHEREAS, the City Council of the City of Tustin, California (the "City") has authorized and directed, under the provisions of the City's Personnel Rules, Resolution No. 15-50, the preparation of a Classification and Compensation Plan for all employees in the City service; and WHEREAS, Resolution No. 15-50 requires that amendments or revisions to the Classification and Compensation Plan be approved by resolution of the City Council; and WHEREAS, the City and the Tustin Police Officers Association — Police Officer Representation Unit (TPOA) have met and conferred in good faith in accordance with the requirements of the Meyers-Milias-Brown Act; and WHEREAS, the City and TPOA previously reached agreement on wages, hours, and terms and conditions of employment effective July 1, 2021 through June 30, 2025, as more particularly set forth in the Memorandum of Understanding between the parties: and WHEREAS, the City and TPOA have reached agreement on a modified salary increase effective July 1, 2024, as more particularly set forth in the attached Side Letter of Agreement to the Memorandum of Understanding: NOW, THEREFORE, BE IT RESOLVED: The Side Letter of Agreement to the Memorandum of Understanding between the City and TPOA, for the term July 1, 2021 to June 30, 2025, is hereby approved and incorporated herein by reference as though fully set forth herein and staff is authorized to amend the City's Classification and Compensation Plans accordingly. II. This Resolution shall become effective on July 1, 2024, and all Resolutions and parts of Resolutions in conflict herewith are hereby rescinded. The City has subsequently experienced unprecedented challenges with the recruitment and retention of sworn peace officers due to a combination of factors including the local labor market for sworn peace officers, declining interest in the peace officer profession, and inflation. Under these unique circumstances, the parties have agreed to enhance the salary increase scheduled to be effective the pay period that includes July 1, 2024 in an effort to proactively address these challenges. Accordingly, the text of Article 9.E of the MOU providing a one and one quarter percent (1.25%) base salary increase shall be deleted and replaced in its entirety with the following: E. Effective the pay period which includes July 1, 2024, employees in the bargaining unit shall receive a seven and one quarter percent (7.25%) base salary increase.
