ZONING ADMINISTRATOR MEETING
MAY 9, 2024
CALL TO ORDER: 10:00 A.M.
ROLL CALL: Justina Willkom, Zoning Administrator
PUBLIC CONCERNS: Hurtado confirmed no public concerns received.
CONSENT CALENDAR: None
PUBLIC HEARING:
1. CONDITIONAL USE PERMIT (CUP) 2024-0006
APPLICANT: Steve Rawlings, on behalf of Erick Aranda of Chevron Stations, Inc.
LOCATION: 17241 Seventeenth Street
REQUEST:
A request to authorize an upgrade of an existing Type 20 ABC license (sales of beer
and wine for off-site consumption) to a Type 21 ABC license (sales of beer, wine, and
distilled spirits for off-site consumption) for an existing service station convenience
store located at 17241 Seventeenth Street..
ENVIRONMENTAL REVIEW:
This project is Categorically Exempt from CEQA pursuant to Section 15301 (Class 1,
Existing Facilities) of the State CEQA guidelines.
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 24-007
approving CUP 2024-0006 to authorize the upgrade of an existing Type 20 ABC
License to Type 21 (sales of beer, wine, and distilled spirits for off-site consumption) in
conjunction with an existing convenience store located at 17241 Seventeenth Street.

Aaron Valle, Planning Technician, shared a Power Point presentation, along with
background information regarding the project.
Willkom did not have any questions or concerns with the presentation.
Steve Rawlings, consultant for Chevron stations, concurred with staff's
recommendation of approval, along with the Conditions of Approval. He also provided
background information regarding Chevron stations.
Willkom asked Mr. Rawlings if he was aware of Condition of Approval No. 2.10, which
requires that the sales of alcohol shall not exceed fifty (50) percent of the sales within
the establishment. Mr. Rawlings was well aware of Condition of Approval No. 2.10
and he did not have any issues with that condition.
No public input received.
Willkom adopted ZAA 24-007, as provided.
REGULAR BUSINESS: None.
ADJOURNMENT: 10:07 a.m. The date of the next meeting of the Zoning
Administrator will be scheduled when items are set for hearing.
