SUBJECT: CREATIVE SIGNALS PUBLIC ART PROJECT
SUMMARY:
The Public Art Commission has selected designs for two public art Creative Signals
cabinet wraps for recommendation to the City Council for final approval.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution 24-33 approving two Creative
Signals wrap designs, submitted by artists Annie Hong and Mini Mukherjee & Ernest
Steiner, to be installed on the traffic signal cabinets at the corner of Browning
Avenue/Walnut Avenue and Tustin Ranch Road/Pioneer Way, respectively, and authorize
the Parks and Recreation Department to execute agreements with the wrap vendor
Majestic Sign Studio as well as the artists.
FISCAL IMPACT:
Between the fees paid to the artists and the cost to produce and install both wraps, the
total project expenditure will be approximately $6,500 from the Public Art Fund in the
2023-2024 Fiscal Year Budget.
CORRELATION TO THE STRATEGIC PLAN:
This public art project is in accordance with Goal A of the Tustin Strategic Plan to
enhance the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND:
At their February 21, 2024, meeting, the Public Art Commission approved two Creative
Signals cabinet wraps as their next project for the 2023-2024 Fiscal Year. In successive
meetings, a concept by Annie Hong featuring whimsical pinwheels was selected for the
corner of Browning Avenue and Walnut Avenue and a design by Mini Mukherjee & Ernest
Steiner depicting two holding hands and colorful foliage was chosen for the corner of Tustin
Ranch Road and Pioneer Way.
As per the City of Tustin Public Art Policy, this selection is being forwarded to the City
Council with a recommendation for final approval. Staff estimates that both Creative
Signals cabinet wraps will be completed by the end of June 2024.

RESOLUTION NO. 24-33
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
CALIFORNIA APPROVING THE ARTWORK FOR TWO TRAFFIC SIGNAL
CABINET WRAPS AS RECOMMENDED BY THE PUBLIC ART COMMISSION
AND AUTHORIZING THE PARKS AND RECREATION DEPARTMENT TO
EXECUTE AGREEMENTS WITH THE RESPECTIVE ARTISTS AND MAJESTIC
SIGN STUDIO
WHEREAS, on March 20, 2018, the City Council adopted Resolution 18-17
establishing a City of Tustin Public Art Policy to commission public art; and
WHEREAS, the Public Art Fund includes an allocation of $40,000 for public art;
and
WHEREAS, at its February 21, 2024, meeting, the Public Art Commission
selected two Creative Signals cabinet wraps as their next project for the 2023-2024
Fiscal Year; and
WHEREAS, after reviewing concepts submitted for previous public art projects,
the Public Art Commission has made recommendations to the City Council with regards
to approving cabinet wrap designs created by Annie Hong and Mini Mukherjee & Ernest
Steiner, as set forth in the accompanying staff report.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
as follows:
Section 1. The City Council hereby approves the artwork recommended by the
Public Art Commission and authorizes the Director of Parks and Recreation to execute
agreements with the artists and the cabinet wrap vendor Majestic Sign Studio as
recommended in a total amount not to exceed $6,500; and
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 21St day of May 2024.
