FISCAL YEAR 2024-2025 BUDGET WORKSHOP Acting City Manager Nicole Bernard introduced the item and Budget 101 video. Director of Finance Jennifer King provided a PowerPoint presentation. This report presents two potential options for the Proposed Annual Operating Budget and Capital Improvement Program for Fiscal Year 2024-2025. The purpose of providing options is to enable community input for City Council consideration and time for potential adjustments or other changes to be incorporated into the proposed budget, which will be considered for adoption at the June 18, 2024, City Council meeting. Both options are intended to allocate resources in alignment with advancing the five "desired outcomes" established by the City Council in 2023. On behalf of the City Council, Mayor Pro Tern Gallagher presented a Proclamation Recognizing Lieutenant Andrew L. Birozy for his Years of Service. Norma Mendoza, Volunteer Recruitment and DEIB Manager, provided a PowerPoint presentation regarding Court Appointed Special Advocates (CASA) of Orange County. Lana Clay (In -person) CONSENT CALENDAR ITEMS 1-5 — Public Input — Eric Higuchi (Zoom) It was moved by Council Member Gomez and seconded by Council Member Schnell to approve the Consent Calendar as recommended by staff. Roll Call Vote — City Clerk Motion carried: 5-0 1. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA Motion: The City Council waived reading in full of all ordinances and resolutions on the agenda and declared that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. 2. APPROVAL OF MINUTES — THE REGULAR MEETING OF THE CITY COUNCIL HELD ON MAY 7, 2024. Motion: The City Council approved the Action Minutes of the City Council Meeting held on May 7, 2024. 3. RATIFICATION OF PAYROLL AND DEMANDS The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Motion: The City Council approved Payroll in the amount of $979,298.53 and Demands in the amount of $7,495,430.38. 4. CREATIVE SIGNALS PUBLIC ART PROJECT The Public Art Commission has selected designs for two public art Creative Signals cabinet wraps for recommendation to the City Council for final approval. Motion: The City Council adopted Resolution 24-33 approving two Creative Signals wrap designs, submitted by artists Annie Hong and Mini Mukherjee & Ernest Steiner, City Council May 21, 2024 Meeting Minutes Page 2 of 7 DocuSign Envelope ID: FA3E7752-63FE-4EB1-A90B-946043B897C0 to be installed on the traffic signal cabinets at the corner of Browning Avenue/Walnut Avenue and Tustin Ranch Road/Pioneer Way, respectively, and authorized the Parks and Recreation Department to execute agreements with the wrap vendor Majestic Sign Studio as well as the artists. RESOLUTION NO. 24-33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN CALIFORNIA APPROVING THE ARTWORK FOR TWO TRAFFIC SIGNAL CABINET WRAPS AS RECOMMENDED BY THE PUBLIC ART COMMISSION AND AUTHORIZING THE PARKS AND RECREATION DEPARTMENT TO EXECUTE AGREEMENTS WITH THE RESPECTIVE ARTISTS AND MAJESTIC SIGN STUDIO 5. EXCLUSIVE NEGOTIATING AGREEMENT WITH THE IRVINE COMPANY LLC FOR PORTIONS OF TUSTIN LEGACY DISPOSITION AREAS 2B, 2C AND 8 Request for authorization to enter into an Exclusive Negotiating Agreement (ENA) with The Irvine Company LLC (Developer) for the disposition and development of portions of Disposition Areas 2B, 2C and 8 at Tustin Legacy for a multifamily residential project Motion: Authorized the City Manager to execute the ENA between the City and Developer. REGULAR BUSINESS ITEM 6 6. AWARD CONTRACT FOR THE BARK BARRACKS DOG PARKS AT TUSTIN LEGACY PARK PROJECT, CIP NO. 20091 Director of Parks and Recreation Chad Clanton provided a PowerPoint presentation. CIP No. 20091, The Bark Barracks Dog Park at Tustin Legacy Park was publicly advertised and formally bid, with bid openings on April 23, 2024. Thirteen (13) bids were received and Doja, Inc. ("Doja") was the lowest responsive/responsible bidder. Public Input — Lana Clay (In -person) It was moved by Mayor Pro Tern Gallagher and seconded by Council Member Gomez that the City Council award a construction contract in the amount of $1,367,565.50, for the Bark Barracks Dog Parks at Tustin Legacy Park Project, CIP No. 20091 to Doja as the lowest responsive and responsible bidder, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. Roll Call Vote — City Clerk Motion carried: 5-0 City Council May 21, 2024 Meeting Minutes Page 3 of 7 DocuSign Envelope ID: FA3E7752-63FE-4EB1-A90B-946043B897C0 COUNCIL MEMBER COMMENTS AND REPORTS Council Member Gomez May 16 Attended the Orange County Mosquito and Vector Control Board Meeting; reported the following: • Approved the 2024-2025 budget; and • Discussed the mosquito rearing facility construction project; and • The District is forming a strategic plan; the board discussed who would be the best to serve on the committee; and • The District is developing an advocacy committee to determine the best way to engage with state and federal elected officials for additional funding; and • The District has received thirteen travel related dengue fever cases, one flea borne typhus; stated they expect an increase in travel related cases for dengue fever; and • The mosquito counts continue to rise and are higher than the five-year averages; asking everyone to make sure they are disposing of any standing water; and Announced due to schedule conflicts was unable to attend the Sunset Market and Tustin Historical Society's Home and Garden Tour; received great feedback on both community events. Announced May is Older Americans Month; reported in Orange County individuals over 65 years old are over half a million of Orange County's total population; stated this age group is projected to grow as all other age groups decline proportionally; the Orange County Public Libraries, with many other organizations across the county and the nation, are celebrating Older Americans Month in May; asked everyone to show their appreciation for an older person; announced a Senior Get Together event on May 23, 2024, from 10:00 AM to 1:00 PM at the Tustin Library; reported the event will have trivia games, Charlie Cart food demonstration, Library of Things demonstration, scanning party, adult crafts and representatives from community partners: Cal Optima, SCAN, CalFresh and many other organizations. Council Member Schnell May 9 • Attended the Foothill/Eastern Transportation Corridor Agency (TCA) Joint Board meeting; approved changes to past due payments and delinquencies. • Attended the Tustin Parks and Recreation Alley Grove Promenade Ribbon Cutting event; met Building Board of Appeals Member, Scoba Rhodes. • Attended the Tustin Community Foundation (TCF) Mayor's Celebration event; was a great event. May 10 Met with League of California Cities Connor Medina, Regional Public Affairs Manager, Orange County Division; discussed what is happening legislatively in California and the impact on local cities. City Council May 21, 2024 Meeting Minutes Page 4 of 7 DocuSign Envelope ID: FA3E7752-63FE-4EB1-A90B-946043B897C0 May 11 Attended Blue Bouy's Water Safety Challenge; stated Congresswoman Young Kim, was in attendance; mentioned owner, Johnny Johnson, will be trying to create uniform water safety standards; was a great experience. May 15 Attended the Tustin Police Department's Coffee with a Cop event at the Farmer's Market; was a good turnout. May 16 Attended the Orange County Business Council Healthcare Forum event; was amazing to see how Artificial Intelligence (AI) is accelerating and improving the level of care; reported the City of Hope is developing an affordable cancer screening system; stated the screening will cost around $500,000 per year and will be available in a year or two. May 17 Attended the Orange County Rescue Mission Women's Mobile Screening Clinic event; reported this clinic provides free services for expecting mothers. Announced he will be attending the Foothill/Eastern Transportation Corridor Agency (TCA) Joint Finance Committee meeting on May 22, 2024. Council Member Clark Announced the Girls in Government event will be on June 7, 2024; reported staff is working hard on this incredible program; stated there is still time to register; mentioned this event is for young women interested in politics, engineering, architecture, and a career path to serve the community; encouraged anyone in the surrounding area to register. Stated during the last City Council meeting there were zoom comments that were insensitive; she received positive feedback from the Tustin community on how the city is diverse and inclusive of all; great to see the Tustin community stand together. Mayor Pro Tem Gallagher Attended two different Orange County Sanitation District (OC San) meetings: Administrative Committee and Legal Services Ad Hoc Committee; reported the District is interviewing legal service providers to change the direction of the District; reported the District has done a great job of laying out a 10-15 year financial model; helped the board have an informed decision to pull money from reserves to pay back bonds saving over ten million dollars; stated the value of making long term decisions today is paramount; would like to continue looking and planning long term. May 9 • Attended the Tustin Parks and Recreation Alley Grove Promenade Ribbon Cutting event; reported many community members are very excited for the promenade. May 13 Thanked Communications Manager, Stephanie Najera, for planning a city hall tour for a local girl scout troop; was a great tour; thanked Director of Parks and Recreation, Chad Clanton, for answering the troop's questions during the tour. Announced will be attending the Orange County Sanitation District's new facility Ribbon Cutting event in Fountain Valley on May 22, 2024. Mayor Lumbard May 8 • Chaired the Orange County Fire Authority Budget and Finance Committee meeting. • Toured the Army Reserve Facility at the Tustin Legacy; reported the facility is a maintenance facility for heavy equipment. May 9 • Attended the Tustin Parks and Recreation Alley Grove Promenade Ribbon Cutting event; thanked staff for moving the project forward. • Attended the Tustin Community Foundation (TCF) Mayor's Celebration event; thanked TCF's Executive Director, Erin Nielsen, and Board Member, Morgan Gallagher, for a great event to benefit nonprofits in the community and those in need. May 11 Attended Blue Bouy's Water Safety Challenge; event was put on by owner, Johnny Johnson. May 16 • Attended the Leadership Tomorrow panel event in Newport Beach; stated the panel was comprised of mayors from Costa Mesa, Irvine, Newport Beach, and Tustin to discuss what it means to be a public servant. • Attended the Tustin Parks and Recreation Sunset Market event in Old Town Tustin; thanked Recreation Superintendent, Marilyn Buescher, and Director of Parks and Recreation, Chad Clanton, for a great event. Announced the budget workshop was earlier in the evening; reported the City is in good shape financially but there is a shortfall in next year's budget that the City can plug with other revenue streams; stated there is a need to fix the operational deficit in the general fund over the next 3-4 years; the City Council gave direction to staff to have long term planning discussions how to invest with land sales at Tustin Legacy and how to reinvest in property to maximize sales tax and property tax; mentioned having a future discussion to either invest in the current City Hall facility or potentially move City Hall; thanked City staff for preparing the workshop and council colleagues for the discussions; stated was an exciting budget workshop.
