HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/FIELD SERVICES DIVISION SUBJECT: AWARD OF CONTRACT FOR ANNUAL LANDSCAPE MAINTENANCE SERVICES FOR ASSESSMENT DISTRICT AREAS FROM JANUARY 1, 2007 THROUGH JUNE 30, 2007 WITH THE OPTION OF THREE ONE-YEAR EXTENSIONS SUMMARY Award of the contract for Annual Landscape Maintenance Services to Spectrum Care Landscape to provide landscape maintenance services in the City of Tustin's Assessment District Areas. The contract will provide for all daily and periodic landscape maintenance service needs for the remaining six (6) months of Fiscal Year 2006-2007, with the option of three one-year extensions through June 30, 2010. RECOMMENDATION It is recommended that the City Council: 1. Award the subject contract to Spectrum Care Landscape in the amount of $162,078 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. 2. Authorize staff to issue a 30-day Notice of Cancellation to the current contract with TruGreen LandCare, effective January 1, 2007. FISCAL IMPACT Sufficient funds for this contract are available in the City of Tustin's Landscape and Lighting District Operating Budgets for the Fiscal Year 2006-2007. It is anticipated that the Operating Budgets for the following three years will contain similar amounts for the optional three one-year contract extensions. BACKGROUND The Assessment District Landscape contract covers all arterial road parkways along with the Jamboree Road slope in the East Tustin Landscape and Lighting District. The City's current contract for Annual Landscape Maintenance Services for Assessment District areas is one of two landscape contracts with TruGreen LandCare that are due to expire on June 30, 2007. The other contract which was bid concurrently with this contract covers the Annual Landscape Maintenance Services for all General Fund areas and City/Water facilities. TruGreen LandCare has not provided the expected level of service and quality maintenance work under the current contracts. Therefore, staff recommended soliciting new landscape maintenance services proposals for both landscape areas. The current contracts with TruGreen LandCare can be terminated through a 30-day notice. Award of Contract for Annual Landscape Maintenance Services for Assessment District Areas from January 1,2007 through June 30,2007 with the Option of Three One-Year Extensions November 20, 2006 Page 2 DISCUSSION On September 5, 2006, the City Council authorized staff to solicit new proposals for the Annual Landscape Maintenance Services for the Assessment District areas. The following proposal packets were received and evaluated on October 10, 2006. Contractor Proposed Annual Cost TruGreen LandCare $303,378 Spectrum Care Landscape $324,156 Each proposal was evaluated based on the following categories: Experience, Staffing, Licenses, Management Approach and Financial Impact. TruGreen LandCare significantly increased their labor force over what they currently provide. Staff also interviewed both contractors and based on the information provided during the interviews, the City's experience with TruGreen LandCare's performance and check of references, staff recommends the selection of Spectrum Care Landscape as the contractor for the annual landscape maintenance of the Assessment District areas. The City Council is hereby requested to award the annual contract for Landscape Maintenance Services for the Assessment District areas to Spectrum Care Landscape. The contract amount is $162,078 for six months ($324,156 per year), or $27,013 per month for the period from January 1, 2007 through June 30, 2007, with the option of three one-year extensions through June 30, 2010. The extension will be at the sole discretion of the City, subject to the contractor's overall satisfactory performance, and based upon the future Consumer Price Index (CPI) adjustments. Tim D.
