SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE JOHN LYTTLE RESERVOIR
IMPROVEMENTS PROJECT, CIP NO. 60148
SUMMARY
The plans and specifications for the John Lyttle Reservoir Improvements Project (CIP No. 60148)
have been prepared and the project is now ready for bid.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 24-43 approving the plans and specifications for the John
Lyttle Reservoir Improvements Project (CIP No. 60148); and
2. Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
The engineer's estimate for this project is $340,160. Sufficient funds in the amount of $500,000
have been requested in the FY 2024/25 budget for the construction of this project.
CORRELATION TO THE STRATEGIC PLAN
John Lyttle Reservoir Improvements Project contributes to the fulfillment of the City's Strategic Plan
Goal B: Public Safety and Protection of Assets, Strategy 5; Create and implement a plan to protect
the City's public assets. Specifically, the project implementation of Strategy 5a, which among other
items, is for the improvement of public facilities.
BACKGROUND
Lyttle reservoir was originally constructed in 1976 and is located northwest of address 2062 Foothill
Boulevard with an access road off of the end of Plantero Drive. The reservoir is a partially buried,
steel cylindrical tank that provides 0.15 million gallons of emergency water storage for Zone 3. The
latest site assessment and corrosion evaluation was performed in November 2023. Details
of this evaluation found moderate to severe corrosion on the interior and exterior surfaces and
several safety, health, and code deficiencies.
The project scope of work consists of application of protective coatings to interior surfaces and paint
to exterior surfaces, including surface preparation, waste management, disinfection of interior
surfaces and additions, replacement and modification of miscellaneous structural items to bring the
structure into compliance with current safety and health codes, standards, and regulations and other

work necessary to accomplish the approved end result of totally protected and usable structure,
including attachments, accessories, and appurtenances in accordance with the contract documents.

RESOLUTION NO. 24-43
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE JOHN
LYTTLE RESERVOIR IMPROVEMENTS PROJECT, CIP NO. 60148 AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the John Lyttle Reservoir Improvements Project CIP No.
60148; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the CIP No. 60148 project is categorically exempt from the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Class
1, Existing Facilities).
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin
as follows:
Section 1. The plans and specifications presented by the City Engineer are hereby
approved as the plans and specifications for:
John Lyttle Reservoir Improvements Project
CIP No. 60148
Section 2. The City Clerk is hereby authorized and directed to advertise as required
by law for the receipt of sealed bids or proposals for the performance of the work specified
in the aforesaid plans and specifications.
APPROVED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin on the 18th day of June, 2024.
