HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION Of THE IRVINE BOULEVARD REHABILITATION BETWEEN RANCHWOOD ROAD AND JAMBOREE ROAD (CIP NO. 7181), AND THE JAMBOREE ROAD REHABILITATION BETWEEN IRVINE BOULEVARD AND 1350 FEET NORTH OF TUSTIN RANCH ROAD (CIP NOS. 7182, 7183 & 7184) SUMMARY Bids for the combined Irvine Boulevard Rehabilitation between Ranchwood Road and Jamboree Road (CIP No. 7181), and the Jamboree Road Rehabilitation between Irvine Boulevard and 1350 Feet North of Tustin Ranch Road (CIP Nos. 7182, 7183 & 7184) have been received and a construction contract is ready to be awarded. RECOMMENDATION It is recommended that the City Council award the construction contract for the Irvine Boulevard Rehabilitation between Ranchwood Road and Jamboree Road (CIP No. 7181), and the Jamboree Road Rehabilitation between Irvine Boulevard and 1350 Feet North of Tustin Ranch Road (CIP Nos. 7182, 7183 & 7184) to All American Asphalt, the lowest responsible and responsive bidder, in the amount of $2,766,204.55, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The Fiscal Year 2006-2007 Capital Improvement Program (CIP) Budget provides $1,200,000 for the Irvine Boulevard Rehabilitation between Ranchwood Road and Jamboree Road (CIP No. 7181), $1,000,000 for the Jamboree Road Rehabilitation between Irvine Boulevard and Peters Canyon Wash Bridge (CIP No. 7182), $850,000 for the Jamboree Road Rehabilitation between Peters Canyon Wash Bridge and Portola Parkway (CIP No. 7183), and $750,000 for the Jamboree Road Rehabilitation between Portola Parkway and 1350 feet North of Tustin Ranch Road (CIP No. 7184), for a total allocation of $3,800,000. The City has secured grant funding for these projects from the Orange County Transportation Authority's (OCTA) Combined Transportation Funding Program (CTFP) under the Arterial Highway Rehabilitation Program (AHRP). The AHRP matching fund reimbursement in the amount of $1,464,650 covers eligible construction expenses through the federal program. Funds for construction will also be provided by a combination of Gas Tax funds and the City's CIP Budget. The bid amount for this work is $2,766,204.55. All of these projects are part of the City's on-going Maintenance of Effort (MOE) requirement to maintain eligibility for Measure M funding. There were five (5) bids received and the results are summarized as follows: . All American Asphalt, Corona .............................................. $2,766,204.55 . R. J. Noble Company, Orange.............................................. $2,957,477.56 . Sequel Contractors, Inc., Santa Fe Springs ......................... $3,040,157.53 . Silvia Construction, Inc., Rancho Cucamonga ..................... $3,110,127.84 . Palp, Inc., DBA Excel Paving Company, Long Beach .........$3,121,119.00 The references and the State Contractor's License for All American Asphalt have been checked and are appropriate for the subject project. Their bid is approximately 10% below the engineer's estimate of $3,100,000. This is primarily due to recent decreases in the cost of asphalt. The subject projects were combined into one bid package to simplify the contract administration process by reducing duplication of efforts. This is especially important since the projects are funded by a federal grant and subject to the State of California Department of Transportation (Caltrans) approval process. Combining these projects will also maximize cost savings by taking advantage of the common work items shared by each of the projects. Authorization for construction was issued by Caltrans on September 19, 2006. The proposed pavement rehabilitation on Irvine Boulevard and Jamboree Road consists of removal of failed 'pavement sections; resurfacing of the entire street with new asphalt concrete; removal and replacement of curb ramps to comply with the latest requirements of the Americans with Disabilities Act (ADA); removal and replacement of damaged curb and gutter; and installation of new traffic signal loops and striping.
