SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR THE TUSTIN LEGACY PORTAL ENTRY AT
RED HILL AVENUE AND VALENCIA AVENUE (CIP NO. 1046)
SUMMARY
The plans and specifications for the Tustin Legacy Portal Entry at Red Hill Avenue and
Valencia Avenue (CIP No. 1046) have been prepared and the project is now ready to bid. A
Notice of Exemption has been recorded with the County of Orange for the project as it is
categorically exempt under California Environmental Quality Act (CEQA) requirements.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 06-128, approving the plans and
specifications for the Tustin Legacy Portal Entry at Red Hill Avenue and Valencia Avenue (CIP
No. 1046), and authorizing and directing the City Clerk to advertise for bids.
FISCAL IMPACT
The engineer's cost estimate for the project is approximately $500,000. Funding for this project
will be provided by Community Facilities District No. 06-1.
DISCUSSION
Tustin Legacy Portal Entries have been identified in the MCAS Tustin Specific Plan to occur at
major intersection points of community arterials. The purpose of the Portal Entries is to create
"arrival points" or "gates" to the community. The design of the portal entry project at Red Hill
Avenue and Valencia Avenue is complete and the project is now ready to bid.
Since this project involves new construction of small structures such as entry signs and street
landscape and hardscape, it is categorically exempt under California Environmental Quality
Act (CEQA) requirements. Notices of Exemption for the subject projects have been recorded
with the County of Orange.
The City Council has reviewed the Entry Sign Program for Tustin Legacy and approved the
Program at the regular meeting on November 7, 2005.

RESOLUTION NO. 06-128
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
TUSTIN LEGACY PORTAL ENTRY AT RED HILL AVENUE AND VALENCIA
AVENUE (CIP NO. 1046), AND AUTHORIZING ADVERTISEMENT FOR
BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the Tustin Legacy Portal Entry at Red Hill Avenue and Valencia Avenue (CIP
No. 1046); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the California
Environmental Quality Act; Categorical Exemption Class 1, Section 15303(e): New
construction of small structures; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented
by the City Engineer are hereby approved as the plans and specifications for:
Tustin Legacy Portal Entry at Red Hill Avenue and Valencia Avenue
(CIP No. 1046)
BE IT FURTHER RESOLVED that the City Clerk is herby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance
of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 4th day of December 2006.
