HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE TUSTIN LEGACY PORTAL ENTRY AT RED HILL AVENUE AND VALENCIA AVENUE (CIP NO. 1046) SUMMARY The plans and specifications for the Tustin Legacy Portal Entry at Red Hill Avenue and Valencia Avenue (CIP No. 1046) have been prepared and the project is now ready to bid. A Notice of Exemption has been recorded with the County of Orange for the project as it is categorically exempt under California Environmental Quality Act (CEQA) requirements. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 06-128, approving the plans and specifications for the Tustin Legacy Portal Entry at Red Hill Avenue and Valencia Avenue (CIP No. 1046), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The engineer's cost estimate for the project is approximately $500,000. Funding for this project will be provided by Community Facilities District No. 06-1. DISCUSSION Tustin Legacy Portal Entries have been identified in the MCAS Tustin Specific Plan to occur at major intersection points of community arterials. The purpose of the Portal Entries is to create "arrival points" or "gates" to the community. The design of the portal entry project at Red Hill Avenue and Valencia Avenue is complete and the project is now ready to bid. Since this project involves new construction of small structures such as entry signs and street landscape and hardscape, it is categorically exempt under California Environmental Quality Act (CEQA) requirements. Notices of Exemption for the subject projects have been recorded with the County of Orange. The City Council has reviewed the Entry Sign Program for Tustin Legacy and approved the Program at the regular meeting on November 7, 2005.
