ZA ACTION MINUTES

ZONING ADMINISTRATOR MEETING
JULY 11, 2024
CALLED TO ORDER: 10:00 A.M.
ROLL CALL: Justina Willkom, Zoning Administrator
PUBLIC CONCERNS: Hurtado confirmed no public input was received.
CONSENT CALENDAR: None.
PUBLIC HEARING:
1. CONDITIONAL USE PERMIT (CUP) 2024-0003
APPLICANT: Chris Weir, Camino Schools
LOCATION: 225 W. Main Street
REQUEST:
A request to establish a private K-8 School (Camino Schools) within an existing
classroom building at the Tustin Presbyterian Church Campus located at 225 W. Main
Street. The CUP application was filed by Chris Weir from Camino Schools.
ENVIRONMENTAL REVIEW:
This project is Categorically Exempt pursuant to Section 15301 (Class 1) of the
California Code of Regulations (Guidelines for the California Environmental Quality
Act).
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 24-008
approving CUP 2024-0003 to authorize use of the site for a Private K-8 School within
an existing classroom building at the Tustin Presbyterian Church Campus located at
225 W. Main Street.

The Zoning Administrator, Justina Willkom, opened the meeting at 10:00 a.m.
Leila Carver, Senior Planner Consultant, shared a PowerPoint presentation. She also
provided revisions made to the Conditions of Approval, which were provided to the
Zoning Administrator, representative, and the applicant. Revisions will be added to
the public record as well.
Willkom asked staff and the applicant about the drop-off/pick-up process, parking for
both the daycare and preschool, and if there would be an overlap.
Ms. Wallace, the applicant's representative, provided background information
regarding the proposed project, along with the drop-off/pick-up process. Drop-off will
be handled entirely on the premises (not along the street). She added that parents
will be instructed as to what is/is not allowed during drop-off/pick-up, along with
apprising parents of rideshare opportunities in order to eliminate an excessive number
of cars going in and out of the property. Per Ms. Wallace, Pre-school operates after
9:00 a.m. Daycare drop-off will occur before the pre-school drop-off occurs. Opening
date should be in September.
Willkom opened the Public Hearing at 10:15 a.m.
Hurtado confirmed no public input was received.
Willkom closed the Public Hearing at 10:15 a.m.
Willkom asked Ms. Wallace if she was in agreement with the Conditions of Approval.
Wallace stated she and the applicant agreed with the Conditions of Approval
provided, along with the revisions provided at the meeting.
Willkom adopted ZAA 24-008
REGULAR BUSINESS: None.
ADJOURNMENT: 10:16 a.m. The date of the next meeting of the Zoning
Administrator will be scheduled when items are set for hearing.
