PROJECT (CIP NO. 60177)
SUMMARY
Vandenberg Well is one of the City's nine active groundwater wells. Vandenberg Well was last
rehabilitated in 2010 and is due for rehabilitation. The City retains a list of three prequalified well and
pump contractors and requested proposals from each. Three proposals were received with General
Pump Company as the lowest responsible bidder.
RECOMMENDATION
It is recommended that the City Council award a construction contract in the amount of $671,440 for
the Vandenberg Well Rehabilitation Project (CIP No. 60177) to General Pump Company as the lowest
responsible bidder and authorize the Mayor and City Clerk to execute the contract documents on
behalf of the City.
FISCAL IMPACT
Sufficient funds have been appropriated in the Fiscal Year 2024-2025 Capital Improvement Program
for the rehabilitation of Vandenberg Well from the 2024 Water Bond Fund (Fund 307).
CORRELATION TO THE STRATEGIC PLAN
The rehabilitation of water wells contributes to the fulfillment of the City's Strategic Plan Goal B: Public
Safety and Protection of Assets. Specifically, the project implements Strategy 5, which among other
items, is to ensure continuous maintenance and improvement of public facilities.
BACKGROUND
The City's 2023 Water Master Plan identifies a goal to rehabilitate one groundwater well each year.
Evaluation and prioritization criteria include operating hours between rehabilitations, overall well
production, comparing design flow to field flow conditions, and other considerations such as water
quality and/or operational challenges are used to define timing and priority for rehabilitating the City's
groundwater wells.
Additionally, and in preparation for the completion of the Main Street PFAS Treatment Facility in 2025,
Water Services staff has prioritized maintenance of the groundwater wells that will pump to the new
treatment plant to ensure maximum output at startup. Recent production data from Vandenberg Well
has shown a significant drop in overall production capacities with a design flow of 1800 gallons per
minute (GPM) and a current operating capacity of approximately 1100 GPM. Generally, a
comprehensive well rehabilitation will increase production capacity, restoring operating flows back to
near design flow.

In October 2023, Vandenberg Well pump was removed and inspected. The Engineer's Report
recommends a full pump replacement, as well as, a well rehabilitation including mechanical and
chemical cleaning to restore production capacity.
On April 22, 2024, the City requested formal proposals from General Pump Company, Layne
Christensen Company, and Weber Water Resources. Three bids were received, with General Pump
Company being the lowest responsible bidder.
Bids results are summarized as follows:
• General Pump Company.................................................................. $671,440.00
• Layne Christensen Company........................................................... $695,980.00
• Weber Water Resources.................................................................. $704,144.00
Staff has reviewed the references, the State Contractor's License, and registration with the
Department of Industrial Relations for General Pump Company and has determined that they are
appropriate for the subject project.
It is recommended that the City Council award the construction contract for the Vandenberg Well
Rehabilitation Project, CIP No. 60177 to General Pump Company as the lowest
responsive/responsible bidder, and authorize the Mayor and the City Clerk to execute the contract
documents on behalf of the City.
