SUBJECT: ADOPT RESOLUTION NO. 24-54 TO ACCEPT IMPROVEMENTS
FOR THE RED HILL AVENUE PAVEMENT REHABILITATION
PROJECT BETWEEN SAN JUAN STREET AND MELVIN WAY,
CAPITAL IMPROVEMENT PROJECT NO. 70220, AND AUTHORIZE
THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION
SUMMARY:
Construction of the Red Hill Avenue Pavement Rehabilitation Project between San Juan
Street and Melvin Way, Capital Improvement Project No. 70220, has been completed to the
satisfaction of the City Engineer and is now ready for City Council acceptance.
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Adopt Resolution No. 24-54 accepting the construction of the Red Hill Avenue
Pavement Rehabilitation Project between San Juan Street and Melvin Way, Capital
Improvement Project No. 70220; and
2. Authorize the City Engineer to execute and file the Notice of Completion with the
Orange County Recorder's Office.
FISCAL IMPACT:
$1,700,000 was budgeted and appropriated in the Capital Improvement Program using
Senate Bill 1 funds (Fund 140) with additional Assembly Bill 2766 Motor Vehicle Subvention
funds (Fund 133) for the pedestrian crossing signal component of the project. Final
construction costs for Red Hill Avenue Pavement Rehabilitation Project, Capital
Improvement Project No. 70220, including change order work is $1,661,082.

CORRELATION TO THE STRATEGIC PLAN:
Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's
Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project
implements Strategy #5, which among other items, is to ensure continuous maintenance
and improvement of transportation facilities.
BACKGROUND AND DISCUSSION:
On September 19, 2023, the City Council authorized the award of a construction contract
to Onyx Paving Company, Inc. for the Red Hill Avenue Pavement Rehabilitation Project
between San Juan Street and Melvin Way, Capital Improvement Project (CIP) No. 70220.
The project included localized removal and replacement of asphalt concrete pavement
failure areas; removal and replacement of damaged curb & gutter and sidewalks;
reconstruction of curb ramps to be in compliance with the current federal Americans with
Disabilities Act (ADA) requirements; grinding of existing asphalt paving along edge of
roadway; construction of a new asphalt rubber hot mix (ARHM) overlay; replacement of
traffic signal detector loops; replacement of striping and pavement markings; adjustment of
manhole rims and valve boxes to grade; and installation of a pedestrian activated traffic
control device at the Olwyn Drive crosswalk. This project finishes the work along this
segment of Red Hill Avenue following the recently completed median improvements.
Construction was completed to the satisfaction of the City Engineer on June 21, 2024 and
the project is now ready for City Council acceptance.

RESOLUTION NO. 24-54
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE PUBLIC WORKS AND IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR
THE RED HILL AVENUE PAVEMENT REHABILITATION PROJECT BETWEEN
SAN JUAN STREET AND MELVIN WAY (CIP NO. 70220)
WHEREAS, Onyx Paving Company, Inc., having a contract with the City of Tustin
to construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and completion
of said public improvement hereinafter mentioned in a manner satisfactory to the City
Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions of
the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is hereby
accepted. Said public works and improvement is more particularly described as follows:
RED HILL AVENUE PAVEMENT REHABILITATION PROJECT
BETWEEN SAN JUAN STREET AND MELVIN WAY
CIP NO. 70220
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby
authorized to execute and file a Notice of Completion for the acceptance of said public
works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 20th day of August, 2024.
