AWARD OF CONTRACT FOR THE JOHN LYTTLE RESERVOIR
IMPROVEMENTS - CAPITAL IMPROVEMENT PROJECT NO. 60148
John Lyttle Reservoir is the sole water storage tank in Zone 3 of the City's water system,
providing 150,000 gallons of emergency water storage. A site assessment and corrosion
evaluation were performed in November 2023. Details of this evaluation found moderate to
severe corrosion on the interior and exterior surfaces and recommended several safety,
health, and code improvements. Staff developed a project to recoat the interior and exterior
tank and preform related work to address recommended improvements to extend the useful
life of the existing reservoir. The City publicly advertised and bid the project and received
one bid from Unified Field Services Corporation.
RECOMMENDATION:
It is recommended that the City Council:
Award a construction contract in the amount of $758,088.92 for the John Lyttle
Reservoir Improvements Project to Unified Field Services Corporation as the lowest
responsive/responsible bidder and authorize the Mayor and City Clerk to execute
the contract documents on behalf of the City; and
2. Approve a supplemental appropriation in the amount of $338,168.92 from the
unappropriated reserves of the 2024 Water Bond Fund (Fund 307).
FISCAL IMPACT:
Funding in the amount of $530,000 has been appropriated in the Fiscal Year 2024-25
budget in the 2024 Water Bond Fund (Fund 307). To move forward with this agreement,
staff is requesting a supplemental appropriation of $338,168.92.

Project expenditures include:

The remaining budgetary appropriation will be set aside as project contingency for potential
unforeseen conditions that may arise necessary to complete the work within the approved
project scope and budget.
CORRELATION TO THE STRATEGIC PLAN:
The John Lyttle Reservoir Improvements Project contributes to the fulfillment of the City's
Strategic Plan Goal B: Public Safety and Protection of Assets, Strategy 5; Create and
implement a plan to protect the City's public assets. Specifically, the project implementation
of Strategy 5a, which among other items, is for the improvement of public facilities.
BACKGROUND AND DISCUSSION:
On June 18, 2024, the City Council adopted Resolution No. 24-43 approving the plan and
specifications and authorized the City Clerk to advertise for bids. A mandatory pre -bid job
walk was held on July 9, 2024 with 5 contractors in attendance.
The City's 2023 Water Master Plan identifies the rehabilitation of Lyttle Reservoir as a "high
priority project". The Lyttle Reservoir site was originally constructed in 1976 and is located
northwest of 2062 Foothill Boulevard in North Tustin, with an access road at the end of
Plantero Drive. The reservoir is a partially buried, steel cylindrical tank that provides
150,000 gallons of emergency water storage in Zone 3 of the City's water system. After the
completion of the 2023 Water Master Plan, a site assessment and corrosion evaluation was
performed. Details of this evaluation found moderate to severe corrosion on the interior and
exterior surfaces and recommended several safety, health, and code improvements.
The project scope of work consists of application of protective coatings to interior surfaces
and paint to exterior surfaces, including surface preparation, waste management,
disinfection of interior surfaces and additions, replacement and modification of
miscellaneous structural items to bring the structure into compliance with current safety and
health codes, standards, and regulations and other work necessary to accomplish the
approved end result of completely protected structure, including attachments, accessories,
and appurtenances in accordance with the contract documents.
On June 20, 2024 the project was publicly bid and advertised, followed by formal bid
opening on July 23, 2024. Unified Field Services Corporation was the sole bid received.
Contractors that attended the job walk raised verbal concerns about the site location and

accessibility constraints during construction. Staff believes this, along with the overall small
size of scope and contract, may have impacted the contractor's decision to submitting a
bid, and potentially why only one bid was received.
Staff has reviewed the references, the State Contractor's License, and registration with the
Department of Industrial Relations for Unified Field Services Corporation and has
determined that they are appropriate for the subject project.
