SCHINDLER, CITY MANAGER MICHAEL GRISSO, ACTING DIRECTOR OF PUBLIC WORKS SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE SOUTH HANGAR VINYL FENCE PROJECT, CAPITAL IMPROVEMENT PROJECT NO. 10076 SUMMARY: The plans and specifications for the South Hangar Vinyl Fence Project Capital Improvement Project No. 10076 have been prepared and the project is now ready for bid. RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 24-56 approving the plans and specifications for the South Hangar Vinyl Fence, Capital Improvement Project No. 10076; and 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT: The engineer's estimate for this project is $924,500. Sufficient funds have been budgeted within the South Hangar Rehabilitation Capital Improvement Project No. 10076 for the construction of this project. CORRELATION TO THE STRATEGIC PLAN: The South Hangar Vinyl Fence Project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets, Strategy 5; Create and implement a plan to protect the City's public assets. Specifically, the project implementation of Strategy 5a, which among other items, is for the improvement of public facilities. BACKGROUND AND DISCUSSION: The project scope of work consists of removal of the existing 6' high chain link fence and privacy screening, the installation of a new 8' high vinyl fence and other incidental work as 12 Docusign Envelope ID: 894C1C3C-2C3E-4BFD-9DB8-1D23481F1D15 City Council Agenda Report Plans and Specs for Hangar Vinyl Fence August 20, 2024 Page 2 required to complete the project in accordance with the contract documents. The new fencing will be installed along Warner Avenue from Armstrong Avenue to Tustin Ranch Road and on Tustin Ranch Road from Warner Avenue to Moffett Drive, providing improved site security and restricting unauthorized access to the South Hangar. Resolution Number 24-56 Docusign Envelope ID: 894C1 C3C-2C3E-4BFD-9DB8-1 D23481 F1 D1 5 RESOLUTION NO. 24-56 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE SOUTH HANGAR VINYL FENCE PROJECT, CIP NO. 10076 AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the South Hangar Vinyl Fence Project CIP No. 10076; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, the CIP No. 10076 project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Class 1, Existing Facilities). NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin as follows: Section 1. The plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: South Hangar Vinyl Fence Project CIP No. 10076 Section 2. The City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications.
