most appropriate historical name and date of construction of the property.

CONSISTENCY WITH HCRA ANNUAL WORK PROGRAM
Per the 2024 Historic and Cultural Resources Advisor Work Program (Annual Work
Program), the nomination of two historic plaques were stated as a goal. This application
satisfies the last of the two plaque nominations stated in the 2024 Annual Work
Program.
BACKGROUND AND DISCUSSION
Historic Plaque Program
Owners of historic homes or commercial buildings in Tustin are eligible to participate in
the City's plaque designation program, called the Tustin Historic Register Plaque
Program. The purpose of the voluntary program is to recognize Tustin's historic
properties, educate the public, increase public interest in historic properties, and promote
community pride. The plaques display the construction date of the building, up to two
Lines of text, and the words "Tustin Historic Register". The bronze plaques may be
mounted on the residence or set on metal stakes.
The program guidelines require nominations to be
provided to the Tustin Preservation Conservancy and
the Tustin Area Historical Societyto identifythe proper
name and date of construction. For residences, the
historical property name recognizes the most
prominent owner or occupant of the residence or,
when no prominent owner or occupant can be
identified, or when the surname could be associated
with more than one prominent resident, naming the
building after the owner/occupant with the longest
tenure in the building is an option. This criterion Example Plaque Display:

distinguishes the residence from other residences in Old Camino Real/61' Street
Town Tustin.
Nomination
In 2021, during the adoption of the Historic Resources Survey, the property was
undergoing renovation and received a "6Z" rating, making the residence ineligible for
local designation. Upon completion of the renovation in 2022, a new survey of the
property was conducted to determine its eligibility. The City's Historic Preservation

consultant, Architectural Resources Group (ARG), conducted a follow up survey in 2022
that concluded the renovation of the residence is consistent with the California
Craftsman architectural style, which was prolific in the City of Tustin in the early 1900s.
Furthermore, on November 15, 2022, City Council approved this property to be included
in the Mills Act Program as a contributor to the City's historic heritage.
The property owners are currently nominating the property at 1082 Walnut Street for
inclusion in the Tustin Historic Register Plaque Program. The inclusion of the building in
the City's Historic Register Plaque Program recognizes the building as a significant
example of a California Craftsman architectural style.
The California Craftsmen style residence at 1082 Walnut Street was built in 1909 and is
historically significant due to its association with early Tustin residents. It is also listed with
a "5SY rating in the 2022 Historical Resources Survey (Attachment B), which is a rating
assigned to a structure of local significance. The period of significance for this property is
from 1870-1913.
Historical Name and Year
For the subject property, "Truran-Grijalva House - 1909" is an appropriate name based
on the longest tenure of ownership. Records obtained from the Orange County
Assessor's Office indicate that the Truran and Grijalva families had a long association
with the property, which dates backto 1909. Mathew Henry Truran originally purchased
the lot on May 2, 1893, from U.U. and Barbara J. Martin. The house was constructed in
1909 by Mathew Henry Truran and remained under his ownership until 1912.That year,
Mathew and Birdie S. Truran sold the property to Mariano Grijalva.
Mr. Grijalva then made it his residence until his passing in 1932.The Tustin Preservation
Conservancy and Tustin Area Historical Society have reviewed and agreed with this
recommendation for the name and year for this historical plaque.
Historical Association
The property is an embodiment of the earliest patterns of residential development in
Tustin during its earliest period 1870-1913 and the transitional development period
from 1914 to 1945.

The early owners of the property included Matthew Henry Truran and Mariano Grijalva.
Mr. Truran was born in 1863, and led a life marked by versatility and hard work. From
1901 to 1920, he embraced various roles, including miner, rancher, farm laborer, well
digger, and farmer. His journey from England to the United States culminated in his
naturalization as a United States citizen in San Diego in 1890. In 1912, Matthew Truran
and his wife, Birdie sold their home to Mariano Grijalva.
Mr. Grijalva lived at the property until his death on April 13, 1932. Subsequent to his
death, his estate was legally transferred by a court decree to his wife, Angelita Grijalva,
on February 8, 1935, who sold it to Mary L. Evans that same day.
Character-Defining Architectural Features
Mr. and Mrs. Nunez purchased the property in 2019. In 2022, they undertook a
significant renovation of the property, including the removal of unpermitted living areas
within the main house, and construction of living area to the rear of the residence, and a
detached garage. The remodel, included architectural finishes that were deemed
compatible with a California Craftsman architectural style home.
Many homes built in Tustin during the 1920s are of the California Craftsman style. The
character defining features of this residential building include, but are not limited to the
following:
• Asymmetrical primary fagade, with side gable roof;
• Decorative single, and double hung wood windows throughout;
• Projecting partial-width wood porch;
• Partially glazed wood door; and
• Horizontal clad siding.

CONCLUSION
Based on the naming criteria, designated by the Planning Commission, staff
recommends the Planning Commission, in their capacity as Historic and Cultural
Resources Advisor, approve the plaque designation with the name "Truran-Grijalva
House 1909", due to the longest tenure of the property.
