Lease in Furtherance of Conveyance (LIFOC)
The City leases portions of Tustin Legacy from the Navy via Lease in Furtherance of Conveyance (LIFOC)
Why?
City applied for and received a no -cost Economic Development Conveyance (EDC) for 75% of the 1,600 acre base
City was conveyed most of the 75% in 2002
Portions of that 75% were held by the Navy for further environmental investigation and remediation
Property cannot be conveyed until the environmental investigation is complete, or remediation stabilized
Changing remediation standards and emergence of per and polyfluoroalkyl substances (PFAS) have delayed
conveyance for years

Reuse Planning Process
Goal: Develop new land use and circulation plan to inform Navy
of how to dispose of property
Any new revenue generating uses on Parcel 18 (residential, commercial)
may require a monetary contribution to Navy (one time, participation, etc)
City may be interested in accepting all, portions of, or none of the property
based on Navy monetary expectation
Property transferred to City may be incorporated into existing EDC
Property transferred to City for public uses would likely be at no -cost
Any property not transferred to City may be auctioned off by Navy
