C-9-1421 WITH THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR THE RED HILL AVENUE REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROJECT SUMMARY: Staff is requesting the City Council approve Amendment No. 1 to Cooperative Agreement No. C-9-1421 with the Orange County Transportation Authority extending the term of the agreement to December 31, 2026 to complete the Red Hill Avenue Regional Traffic Signal Synchronization Project. RECOMMENDATION: It is recommended that the City Council approve Amendment No. 1 to Cooperative Agreement No. C-9-1421 with the Orange County Transportation Authority for the Red Hill Avenue Regional Signal Synchronization Project which extends the term of the agreement to December 31, 2026, and authorize the Mayor and City Clerk to execute the extension agreement on behalf of the City. FISCAL IMPACT: There is no fiscal impact associated with this extension. CORRELATION TO THE STRATEGIC PLAN: Traffic signal synchronization contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements or fosters the implementation of strategy #5, which among other items, is to ensure continuous maintenance and improvement of traffic control and transportation facilities. BACKGROUND AND DISCUSSION: On September 17, 2019 the City Council approved Cooperative Agreement No. C-9-1421 for the Red Hill Avenue Regional Traffic Signal Synchronization Project. The agreement Docusign Envelope ID: A378D9AB-B8A3-461D-8C58-E562DC6AAEA6 City Council Agenda Report Extend Cooperative Agreement No. C-9-1421 September 17, 2024 Page 2 expires on December 31, 2024 and the Orange County Transportation Authority (OCTA) has requested participating agencies approve an amendment extending the agreement through December 31, 2026. The agreement memorializes a multi -jurisdictional synchronization project led by OCTA and includes the cities of Costa Mesa, Irvine and Tustin. Engineering and construction of this project is being performed by OCTA in collaboration with the cities, which improves twenty-eight (28) traffic signalized intersections along Red Hill Avenue, of which fifteen (15) intersections, including one (1) railway crossing, are operated and maintained by Tustin. The scope of work includes new signal equipment, hardware and software upgrades, and timing adjustments to intersection traffic controller units, traffic telematics and intertie systems, and other associated systems will be constructed and/or installed and implemented as part of the project. C-9-1421 BETWEEN ORANGE COUNTY TRANSPORTATION AUTHORITY AND CITIES OF COSTA MESA, IRVINE, AND TUSTIN FOR RED HILL AVENUE REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM PROJECT THIS AMENDMENT NO. 1 is made and entered into this day of 2024, by and between the Orange County Transportation Authority, ("AUTHORITY"), and the cities of Costa Mesa, Irvine, and Tustin (hereinafter referred to as the "PARTICIPATING AGENCIES"). WITNESSETH: WHEREAS, by Cooperative Agreement No. C-9-1420 (Agreement) dated November 19, 2019, AUTHORITY and PARTICIPATING AGENCIES entered into a cooperative agreement for the Red Hill Avenue Regional Traffic Signal Synchronization Program Project; and WHEREAS, AUTHORITY and PARTICIPATING AGENCIES agree to extend the term of the agreement for an additional twenty four (24) months through December 31, 2026; and WHEREAS, AUTHORITY and PARTICIPATING AGENCIES agree to update the contact information for Agreement No. C-9-1421; and WHEREAS, the City of Costa Mesa's City Council approved this Amendment on the day of , 20 ; and WHEREAS, the City of Irvine's City Council approved this Amendment on the day of , 20 ; and WHEREAS, the City of Tustin's City Council approved this Amendment on the day of 20 ii Docusign Envelope ID: A378D9AB-B8A3-461D-8C58-E562DC6AAEA6 AMENDMENT NO. 1 TO AGREEMENT NO. ADDITIONAL PROVISIONS, page 9 of 14, paragraph A, line 21 to delete "December 31, 2024", as the expiration date of the Agreement and in lieu thereof, insert "December 31, 2026". 2. Amend ARTICLE 9.
