SUBJECT: ESTABLISHING A SUBCOMMITTEE OF THE CITY COUNCIL TO
ADVISE THE COUNCIL ON TUSTIN LEGACY MATTERS
SUMMARY:
At its August 20, 2024 meeting, the City Council directed City staff to agendize
consideration of a standing Council Subcommittee focused on Tustin Legacy matters.
RECOMMENDATION:
It is recommended that the City Council establish a Subcommittee of the City Council to
advise the Council on Tustin Legacy matters as described futher within this staff report.
FISCAL IMPACT:
Additional public meetings would utilize existing resources and are expected to incur
nominal additional expense to the City.
CORRELATION TO THE STRATEGIC PLAN:
The recommended action would advance Strategic Plan Goal A [Economic and
Neighborhood Development], and its Strategies 1 b, 1 c, and le [Develop critical phases of
Tustin Legacy, Facilitate and complete land transactions for opportunities, including
marketing the property; Develop a financing strategy to complete critical backbone
infrastructure; and Implement development of planned phases at Tustin Legacy.]
BACKGROUND AND DISCUSSION:
Based on the Council's prior direction, the Council may now consider establishing a
standing subcommittee of the City Council to advise the City Council on Tustin Legacy
matters within the following framework:
a) The new Subcommittee will be subject to the public meeting provisions in the Ralph M.
Brown Act. Some notable aspects include:

• The City Clerk will post a public agenda listing each item that will be
discussed at each Subcommittee meeting;
• The public will be invited to attend each meeting and to comment on each
item on the Subcommittee's agenda, and will have an opportunity to provide
public comments on matters not listed on the agenda; and
b) The Subcommittee will consist of two sitting Council members, and a quorum of the
Subcommittee would be two members;
c) The Mayor will appoint the Subcommittee members annually in December, subject to
Council ratification;
d) The Subcommittee will elect its Chair, who would run the Subcommittee meetings;
e) The Subcommittee's subject matter jurisdiction will be to consider and advise the City
Council about Tustin Legacy matters;
f) The Subcommittee's recommendation will not be a prerequisite to the City Council's
consideration or action upon any matter; and
g) The Subcommittee will hold quarterly meetings, or as needed, at times and locations to
be determined by the Subcommittee in consultation with the City Manager
