SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE OLD TOWN
IMPROVEMENTS PROJECT
SUMMARY:
The plans and specifications for the Old Town Improvements Project, Capital Improvement
Project No. 70254, have been completed and approved by the City Engineer.
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt Resolution No. 24-64 approving the plans and specifications for
the Old Town Improvements project (CIP No. 70254); and
2. Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT:
Sufficient funds have been budgeted and appropriated in this Fiscal Year 2024-2025
Capital Improvement Program for the Old Town Improvements project. The engineer's
estimate for the Old Town Improvements project is $3,787,892. The project is funded
through a combination of Community Development Block Grant funds (Fund 120) and Land
Sale Proceeds funds (Fund 189).
CORRELATION TO THE STRATEGIC PLAN:
The construction of the Old Town Improvements project contributes to the fulfillment of the
City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the
project implementation of Strategy #2, which among other items, is to improve Old Town.
The project also contributes to fulfilling Goal B: Public Safety and Protection of Assets.
Specifically, the project implements Strategy #5a, which is to ensure continuous
maintenance and improvement of public facilities.

BACKGROUND AND DISCUSSION:
The Old Town Improvements project includes construction of seven (7) parklets, closure of
two (2) driveways to vacant lots on El Camino Real to create eight (8) new parking spaces,
crosswalk improvements on Main Street at the intersections of C Street and Prospect
Avenue including an actuated crosswalk warning system, electrical undergrounding
improvements on Main Street between C Street and Prospect Avenue to provide street tree
lighting, installation of manually retractable bollards at key intersection locations in Old
Town, implementation of bike "sharrow" striping improvements on El Camino Real and Main
Street, enhanced public parking directional signs in the Old Town Area, decorative
pavement enhancement at the El Camino Real and Main Street intersection, digital
information kiosk at the intersection of Main Street and El Camino Real.
The tentative schedule for construction of the project is as follows:

Since this project involves improvement of existing facilities, with new amenities that have
negligible expansion of use, it is Categorically Exempt under California Environmental Quality
Act (CEQA) requirements. A Notice of Exemption has been prepared for the project and will
be recorded with the County of Orange.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA APPROVING PLANS AND
SPECIFICATIONS FOR THE OLD TOWN IMPROVEMENTS
PROJECT, CIP NO. 70254 AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract
for the construction of the Old Town Improvements Project, CIP No. 70254; and
WHEREAS, the City Engineer has presented plans and specifications for the construction
of said work; and
WHEREAS, the CIP No. 70254 project is categorically exempt from the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c) (Class 1,
Existing Facilities).
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin as
follows:
Section 1. The plans and specifications presented by the City Engineer are hereby
approved as the plans and specifications for:
Old Town Improvements Project
CIP No. 70254
Section 2. The City Clerk is hereby authorized and directed to advertise as required by
law for the receipt of sealed bids or proposals for the performance of the work specified in the
aforesaid plans and specifications.
APPROVED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
on the 1 sc day of October, 2024.
