SCHINDLER, CITY MANAGER MICHAEL GRISSO, DIRECTOR OF PUBLIC WORKS SUBJECT: ACCEPT IMPROVEMENTS AND FILE A NOTICE OF COMPLETION FOR THE FISCAL YEAR 2023-2024 ANNUAL ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT — ZONE 5 SUMMARY: Construction of the Fiscal Year 2023-2024 Annual Roadway Rehabilitation and Sidewalk Repair Project — Zone 5, Capital Improvement Project No. 70023 has been completed to the satisfaction of the City Engineer and is now ready for City Council Acceptance. RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 24-66 accepting the improvement of the Fiscal Year 2023-2024 Annual Roadway Rehabilitation and Sidewalk Repair Project, Capital Improvement Project No. 70023; and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT: The final construction cost for the Annual Roadway Rehabilitation and Sidewalk Repair Project — Zone 5, is $3,604,192 with no contract change orders. Sufficient funds were budgeted and appropriated in the Capital Improvement Program using Senate Bill 1 funds (Fund 140) and Gas Tax funds (Fund 130). CORRELATION TO THE STRATEGIC PLAN: Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #5a is to ensure continuous maintenance and improvement of public facilities. 11 Docusign Envelope ID: 7AB05F87-574B-4CBB-8B11-B9D77ED61BD7 City Council Agenda Report Roadway Rehabilitation and Sidewalk Repair Project — Zone 5 Acceptance October 1, 2024 Page 2 BACKGROUND AND DISCUSSION: The City is divided into seven pavement management zones with one zone targeted each year for pavement maintenance. The current phase, Zone 5 (see attached map), is generally bounded by Peters Canyon Regional Park to the north, County limits to the west, Interstate 5 freeway to the south, and Jamboree Road to the east. On March 5, 2024, the City Council authorized the award of a construction contract to Onyx Paving Company. The project consisted of asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, traffic striping, and removal and replacement of curb ramps to meet current federal Americans with Disabilities Act (ADA) requirements on various streets within Zone 5 of the City's Pavement Management Program. The project also included intentional carry-over work from Zone 4, consisting of asphalt overlay on Walnut Avenue from Red Hill Avenue to Tustin Ranch Road and on Browning Avenue from Walnut Avenue to Nisson Road. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Fiscal Year 2023-2024 Annual Roadway Rehabilitation and Sidewalk Repair Project — Zone 5 CIP No. 70023 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
