ACTION MINUTES

ZONING ADMINISTRATOR MEETING
OCTOBER 3, 2024
CALL TO ORDER: 10:00 A.M.
ROLL CALL: Justina Willkom, Zoning Administrator
PUBLIC CONCERNS: Hurtado confirmed no public input was received.
CONSENT CALENDAR: None
PUBLIC HEARING:
1. CONDITIONAL USE PERMIT (CUP) 2024-0013
APPLICANT: Kelly Liang, on behalf of Mama Lu's
LOCATION: 17662 Seventeenth Street
REQUEST:
The applicant is requesting authorization to sell beer and wine for on-site consumption
(Type 41 ABC License) in conjunction with an existing restaurant. The restaurant,
"Mama Lu's", is located within, and an amenity for, a wholesale grocery store.
ENVIRONMENTAL REVIEW:
This project is Categorically Exempt from CEQA pursuant to Section 15301 (Class
1, Existing Facilities) of the State CEQA guidelines.
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 24-011,
approving CUP 2024-0013 to authorize a Type 41 ABC license (sales of beer and wine
for on-site consumption) in conjunction with a proposed restaurant located at 17662
Seventeenth Street.

Aaron Valle, Planning Technician, provided a PowerPoint presentation.
10:03 a.m. Willkom opened/closed the Public Hearing item.
Hurtado confirmed no public input was received on this item.
Willkom moved to approve ZAA 24-011.

APPLICANT: Luis A. Dominguez, on behalf of El Buen Sabor
LOCATION: 14141 Red Hill Avenue
REQUEST:
The applicant is requesting authorization to sell beer and wine for on-site consumption
(Type 41 ABC License) in conjunction with an existing restaurant. The restaurant, El
Buen Sabor, is located within, and an amenity for, an existing grocery store.
ENVIRONMENTAL REVIEW:
This project is Categorically Exempt from CEQA pursuant to Section 15301 (Class
1, Existing Facilities) of the State CEQA guidelines.
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 24-012,
approving CUP 2024-0014 to authorize a Type 41 ABC license (sales of beer and wine
for on-site consumption) in conjunction with a proposed restaurant located at 14141
Red Hill Avenue.
Aaron Valle, Planning Technician, provided a PowerPoint presentation.
Willkom asked Valle if he received any comments from the residential neighborhood
adjacent to the project site.

Willkom asked Kari Rebolledo, representing the applicant via Zoom, if she had
reviewed the Conditions of Approval and had any questions. Ms. Rebolledo confirmed
that she had been in contact with Valle and had no concerns or comments.
10:09 a.m. Willkom closed the Public Hearing for Item No. 2.
Willkom moved to approve ZAA 24-012.

The date of the next meeting of the Zoning Administrator will be scheduled when
items are set for hearing.
