SUBJECT: AWARD OF CONTRACT FOR THE SOUTH HANGAR SECURITY
PROJECT
SUMMARY:
Bids for the South Hangar Vinyl Fence Project — Project No. 10076 to enhance security
measures for the South Hangar, have been received and a construction contract is ready
to be awarded to the lowest responsive/responsible bidder, Dash Construction Company,
Inc.
RECOMMENDATION:
It is recommended that the City Council award the construction contract to Dash
Construction Company, Inc., the lowest responsive/responsible bidder, in the amount of
$1,428,376.00, and authorize the Mayor and the City Clerk to execute the contract
documents on behalf of the City.
FISCAL IMPACT:
Sufficient funds have been budgeted in the FY 2024-25 Capital Improvement Program
budget for the South Hangar Vinyl Fence Project — Project No. 10076.
Project expenditures include:
• Construction Contract............................................................$1,428,376.00
• Construction Contingency........................................................$100,000.00
• Architectural Support Quality Assurance/Quality Control .............$2,000.00
• Deputy Inspection and Materials Testing......................................$5,000.00
• Estimated Expenditures......................................................$1,535,376.00
CORRELATION TO THE STRATEGIC PLAN:
The South Hangar Vinyl Fence Project contributes to the fulfillment of the City's Strategic
Plan Goal B: Public Safety and Protection of Assets, Strategy 5; Create and implement a

plan to protect the City's public assets. Specifically, the project implementation of Strategy
5a, which among other items, is for the improvement and security of public facilities.
BACKGROUND AND DISCUSSION:
The project scope of work consists of removal of the existing 6' high chain link fence and
privacy screening, the installation of a new 8' high vinyl fence, installation of a concertina
wire barrier around the perimeter of the hangar and other incidental work as required to
complete the project in accordance with the contract documents.
The new fencing will be installed along Armstrong Avenue from City property line to Warner
Avenue, on Warner Avenue from Armstrong Avenue to Tustin Ranch Road and on Tustin
Ranch Road from Warner Avenue to Moffett Drive (see Attachment A), providing improved
site security and restricting unauthorized access to the South Hangar.
Formal bids were opened on September 24, 2024. Four (4) bids were received and are
summarized as follows:

• Saddleback Fence.............................................................. $ 1,475,506.86
• Fencecorp, Inc.................................................................... $ 1,861,110.00
• Red Hawk Services, Inc ..................................................... $ 2,521,532.50
Staff has reviewed the references for the Dash Construction Company, the State
Contractor's License and registration with the Department of Industrial Relations and
determined that they are appropriate for the subject project.
