CLANTON, DIRECTOR OF PARKS AND RECREATION SERVICES SUBJECT: CENTENNIAL PARK HANDBALL WALL PUBLIC ART PROJECT SUMMARY: At their November 20, 2024, Regular Meeting, the Public Art Commission recommended forwarding the design for the Centennial Park Handball Wall Mural to the City Council for final approval. RECOMMENDATION: It is recommended that the City Council adopt Resolution 24-85 approving the design for the Centennial Park Handball Wall Mural, which was created via a public input process led by artist Carla Roque. FISCAL IMPACT: The artist will be paid $10,000 upon completion of the wall mural, which leaves the balance remaining in the Public Art Fund for the 2024-2025 Fiscal Year at $29,000. CORRELATION TO THE STRATEGIC PLAN: This public art project is in accordance with Goal A of the Tustin Strategic Plan to enhance the vibrancy and quality of life in all neighborhoods and areas of the community. BACKGROUND AND DISCUSSION: At their May 2024 meeting, the Public Art Commission approved a community engagement mural on the Centennial Park handball wall as the first public art project for the 2024-2025 fiscal year. The Commission also requested that staff reach out to artists who had previously submitted proposals for other public art projects to gauge their interest in participating. Of the 24 artists who expressed interest, 19 had relevant experience in community engagement. Following a review of available options, the Commission selected Carla Roque as the artist for the Centennial Park mural project. Ms. Roque, along with City staff, conducted three Docusign Envelope ID: E3598871-OCDO-4005-BA09-6603E5FCB82A City Council Agenda Report Centennial Park Mural Project December 3, 2024 Page 2 community engagement meetings to gather input specifically from the Tustin Meadows community. In the first meeting, attendees were invited to share perspectives on what makes Centennial Park and the Tustin Meadows neighborhood unique. At the conclusion of the meeting, participants voted on key themes to be represented in the mural, selecting "community" and "nature." At the second meeting, Ms. Roque presented three preliminary concepts based on the community's input. Attendees provided feedback on these concepts and selected a preferred option, enabling her to refine and develop this concept further. In the final meeting, Ms. Roque unveiled a color rendering of the proposed mural. Additional constructive feedback from this meeting was incorporated to create the finalized mural concept, reflecting the community's vision and values. Staff estimates that the Centennial Park mural will be completed by March 2025, and will be in place along with the current renovations in progress when the park is reopened to the public. ahnc{ W. Clanton, Director of Parks and Recreation Attachments: Resolution No. 24-85 Mural Design Docusign Envelope ID: E3598871-OCDO-4005-BA09-6603E5FCB82A RESOLUTION NO. 24-85 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE ARTWORK AS RECOMMENDED BY THE PUBLIC ART COMMISSION AND AUTHORIZING THE PARKS AND RECREATION DEPARTMENT TO EXECUTE AN AGREEMENT WITH THE ARTIST WHEREAS, the City Council adopted Resolution 18-17 establishing a City of Tustin Public Art Policy to commission public art; and WHEREAS, the Public Art Fund includes an allocation of $40,000 for public art; and WHEREAS, the Public Art Commission selected artist Carla Roque to lead a community engagement effort to design and implement the Centennial Park Handball Wall Mural project; and WHEREAS, the Public Art Commission has made recommendations to the City Council with regard to approving the design for the Centennial Park Handball Wall Mural project submitted by Carla Roque and created with public input as set forth in the accompanying staff report. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin hereby approves the design recommended by the Parks and Recreation Department and authorizes the Director of Parks and Recreation to execute an agreement with the artist as recommended by the Public Art Commission in a total amount not to exceed $10,000.
