SUBJECT: AUTHORIZE USE OF THE OMNIA PARTNERS PURCHASING
PROGRAM FOR COUNCIL CHAMBER/COMMUNITY CENTER
ROOF REPLACEMENT
Staff is requesting authorization to award the Council Chamber/Community Center Roof
Replacement Project, CIP No. 10032, through use of the OMNIA Partners Purchasing
Program.
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt Resolution No. 24-84 authorizing the use of OMNIA Partners; Contract #PW1925
with Garland DBS, Inc. for the purchase, installation and warranty in the amount of
$786,786-1 and
2. Authorize the City Manager and the City Clerk to execute the contract documents on
behalf of the City.
FISCAL IMPACT:
Sufficient funds have been appropriated in the Fiscal Year 2024-2025 Capital Improvement
Program Budget.
CORRELATION TO THE STRATEGIC PLAN:
This project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety
and Protection of Assets, Strategy 5; Create and implement a plan to protect the City's
public assets. Specifically, the project implementation of Strategy 5a, which among other
items, is for the improvement of public facilities.

BACKGROUND AND DISCUSSION:
OMNIA Partners is one of the largest and most experienced organizations in procurement
and supply chain management. OMNIA Partners is comprised of two (2) cooperative
purchasing organizations, National IPA and U.S. Communities and provides contracts that
are competitively solicited and publicly awarded by a government entity acting as the lead
agency. Use of OMNIA Partners contracts not only saves the city substantial administrative
time in the bidding and contracting phase, but the competitiveness of large-scale
government solicitations, typically equates to best available pricing. Tustin City Code
Section 1625(c) authorizes the use of regional, state or federal purchase programs.
The original roof on the Council Chamber/Community Center was installed in 1993 and is
showing signs of deterioration, leaks and has reached the end of its useful life. Over the
past few years, staff have worked at length to locate and repair reported roof leaks with
limited success. This project will implement necessary roof replacement for the Council
Chamber/Community Center building including a 30-year manufacturer's warranty.
Staff is requesting authorization to use OMNIA Partners Contract No. PW1925 with Garland
DBS, Inc. for the purchase of materials, installation and 30-year warranty for the Council
Chamber/Community Center Roof Replacement Project.

RESOLUTION NO. 24-84
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA AUTHORIZING USE OF THE OMNIA PARTNERS
PURCHASING PROGRAM TO PURCHASE CERTAIN ITEMS FOR THE
COUNCIL CHAMBER / COMMUNITY CENTER ROOF REPLACEMENT
PROJECT, CIP NO. 10032
WHEREAS, the City has need to purchase various material, supplies and
equipment in order to conduct the operations of the City in connection with the
Council Chamber/Community Center Roof Replacement Project, CIP No. 10032;
and
WHEREAS, Section 1625(c) of the Tustin City Code authorizes the
purchase of supplies, materials or equipment through the County of Orange
Cooperative Purchasing Program, or other government purchasing program, when
such supplies, materials or equipment can be more efficiently or more cheaply
obtained through such purchasing programs.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Tustin, as follows:
Section 1. That the City Council of the City of Tustin, California, does
hereby authorize use of the OMNIA Partners Purchasing Program, to utilize
contract # PW1925 for Garland/DBS, Inc., for and on behalf of the City of Tustin in
accordance with Section 1625(c) of the Tustin City Code.
Section 2. The City Manager, is hereby directed to sign and deliver all
necessary requests and other documents in connection therewith and for and on
behalf of the City of Tustin.
APPROVED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin on the 3rd day of December, 2024.
