ORDER PREPARATION OF THE ENGINEER'S REPORT FOR THE
TUSTIN LANDSCAPE AND LIGHTING DISTRICT
The Tustin Landscape and Lighting District provides funding for the maintenance of
perimeter landscaping on the arterial streets and for the operation and maintenance of
street lighting on public roads within the Tustin Ranch area. Resolution No. 25-08 orders
the preparation of the Engineer's Report for the Tustin Landscape and Lighting District for
Fiscal Year 2025-2026.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. 25-08 ordering the
preparation of the Engineer's Report for the Tustin Landscape and Lighting Reassessment
District 2025 Levy of Annual Assessments for Fiscal Year 2025-2026.
FISCAL IMPACT:
Sufficient funds are budgeted and appropriated in the Tustin Landscape and Lighting
District Fund to cover this work. Additionally, the costs for operating and maintaining the
District are offset through the levy of the annual assessments for the District.
CORRELATION TO THE STRATEGIC PLAN:
Assessments collected through the Tustin Landscape and Lighting District contribute to the
fulfillment of the City's Strategic Plan Goal B: Protection of City Assets by ensuring Tustin
is an attractive, safe, and well -maintained community in which people feel pride.
BACKGROUND AND DISCUSSION:
The Tustin Landscape and Lighting District provides funding for the maintenance of perimeter
landscaping on the arterial streets and for the operation and maintenance of street lighting
on public roads within the Tustin Ranch area.

This action is the initial phase of the process to determine district expenses and to levy annual
assessments for Fiscal Year 2025-2026 in the Tustin Landscape and Lighting District.
Adoption of Resolution No. 25-08 formally orders the preparation of the Engineer's Report.
Two additional reports will be prepared for City Council consideration to complete the
assessment process for Fiscal Year 2024-2025. On May 6, 2025, two resolutions will be
presented. The first approves the Engineer's Report and the second declares the City
Council's intention to provide an annual levy of assessments and sets the date for a public
hearing. The public hearing is tentatively scheduled for June 3, 2025. A resolution confirming
the levy of assessments for Fiscal Year 2024-2025 will be considered for City Council action
after the public hearing.
In addition to the annual Engineer's Report, a secondary analysis is being prepared to
evaluate the long-term maintenance needs of the District, including landscape replacement
projects, which were eliminated during Fiscal Year 2021-2022 due to lack of funding. Details
of the evaluation will be provided to the City Council as part of the item to approve the
Engineer's Report on May 6, 2025.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA ORDERING THE PREPARATION OF THE ENGINEER'S REPORT
FOR THE TUSTIN LANDSCAPE AND LIGHTING DISTRICT LEVY OF ANNUAL
ASSESSMENTS FOR FISCAL YEAR 2025-2026
WHEREAS, it is the intention of the City Council of the City of Tustin to levy annual
assessments for the 2025-2026 Fiscal Year for the Tustin Landscape and Lighting
District; and
WHEREAS, changes in existing improvements including new subdivided parcels,
new landscaped areas and new street light facilities to be maintained by said District may
have occurred; and
WHEREAS, Harris and Associates is under contract to provide professional
engineering services in connection with said District under the direction of the City
Engineer.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that the City Engineer is hereby ordered to prepare and file, through Harris and
Associates, the Engineer's Report for the Tustin Landscape and Lighting District Levy of
Annual Assessments for Fiscal Year 2025-2026.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 4t" day of February 2025.
