SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE ANNUAL ROADWAY
REPAIR PROJECT
SUMMARY:
The plans and specifications for the Annual Roadway Rehabilitation and Sidewalk Repair
Project for Zone 6, Capital Improvement Project No. 70024, have been prepared and the
project is now ready for bid.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. 25-09 approving the plans
and specifications for the Annual Roadway Rehabilitation and Sidewalk Repair Project
Zone 6, (CIP No. 70024) and authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT:
The engineer's estimate for CIP No. 70024 is $2,900,000 in total project costs. Included
within the project are improvements to Myford Road, a split jurisdictional roadway between
the City of Tustin and the City of Irvine. It is anticipated the City of Irvine, through
reimbursement agreement, will contribute $500,000 in fair share cost for these
improvements along Myford Road. Final Irvine contributions will be determined upon
project completion.
The Fiscal Year 2024-25 budget has $415,000 allocated from Measure M2 Fair Share
(Fund 139), which funds the annual design, traffic striping, alley repairs, and bridge deck
maintenance. The FY 2025-26 budget requested $2,000,000 between Gas Tax Fund (Fund
130) and Fund 139 in construction funding.
As bid results are received and verified, staff will bring back a recommendation for the
award and if necessary appropriate additional funding from Measure M2 and Gas Tax funds
to complete the proposed CIP No. 70024.

CORRELATION TO THE STRATEGIC PLAN:
Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's
Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project
implements Strategy #5, which among other items, is to ensure continuous maintenance
and improvement of transportation facilities.
BACKGROUND AND DISCUSSION:
The Annual Roadway Rehabilitation and Sidewalk Repair Project -- Zone 6, CIP No. 70024,
includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and
traffic striping on various streets within Zone 6 of the City's Pavement Management
Program. The City is divided into seven pavement management zones with one zone
targeted each year for pavement maintenance. Through a rolling seven-year cycle, this
program is intended to maintain the integrity of City streets. The current phase, Zone 6
(see attached map), is generally bounded by Santa Ana Freeway (I-5) to the north, Tustin
Ranch Road to the west, Barranca Parkway to the south, and Harvard Avenue/East City
Limit to the east.
The project also includes the Annual Sidewalk Repair Project which focuses on removal
and replacement of damaged sidewalk at numerous locations in Zone 6 based on a field
survey conducted by the Engineering Division.

Since this project involves the replacement and repair of existing facilities with minor
modifications, it is Categorically Exempt under California Environmental Quality Act
(CEQA) requirements. A Notice of Exemption has been prepared for the project and will
be recorded with the County of Orange.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL
ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT - ZONE 6,
CIP NO. 70024 AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Annual Roadway Rehabilitation and Sidewalk Repair
Project - Zone 6, CIP No. 70024; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the CIP No. 70024 project is categorically exempt from the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Class
1, Existing Facilities).
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin
as follows:
Section 1. The plans and specifications presented by the City Engineer are hereby
approved as the plans and specifications for:
Annual Roadway Rehabilitation and Sidewalk Repair Project -- Zone 6
CIP No. 70024
Section 2. The City Clerk is hereby authorized and directed to advertise as required
by law for the receipt of sealed bids or proposals for the performance of the work specified
in the aforesaid plans and specifications.
APPROVED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin on the 4th day of February, 2025.
