CONTINUING THE PRESENTATION BY THE HISTORICAL SOCIETY (IN
MEMORY OF PHIL COX) TO THE FEBRUARY 25, 2025 PLANNING
COMMISSION MEETING.

1. APPROVAL OF MEETING MINUTES—JANUARY 14, 2025
RECOMMENDATION:
That the Planning Commission approve the Minutes of the January 14,
2025 Planning Commission meeting, as provided.
Motion: It was moved by Douthit, seconded by Mason,to approve the Consent Calendar,
as presented. Motion carried: 4-0-1.
PUBLIC HEARING:
2. CONTINUANCE REQUEST FOR CODE AMENDMENT (CA) 2024-0007

SUMMARY:
The Community Development Department requests a continuance of
Code Amendment 2024-0007 to Establish Multifamily and Mixed-Use
Objective Design Standards (ODS) to the regularly scheduled Planning
Commission meeting on February 25, 2025. The continuation is needed
to allow further review and refinement to the draft ODS document.
RECOMMENDATION:
That the Planning Commission continue the public hearing for Code Amendment
(CA) 2024-0007 (Ordinance No. 1562) to the February 25, 2025, Planning
Commission meeting.
Motion: It was moved by Douthit, seconded by Mason, to continue the item to the
February 25, 2025 Planning Commission meeting. Motion carried 4-0-1.
3. CONDITIONAL USE PERMIT (CUP) 2024-0020

ENVIRONMENTAL:
This project is Categorically Exempt pursuant to the California Environmental
Quality Act (CEQA) Section 15301 (Class 1).
REQUEST:
To establish a private indoor recreational facility (Fencing Academy).
RECOMMENDATION:
Thatthe Planning Commission adopt Resolution No. 4516 approving CUP 2024-
0020 to establish a private indoor recreational facility (Fencing Academy) at
14701 Myford Road, Unit C.

Applicant Mr. Nikolay Kovalev, the applicant, shared his background with the sport of
fencing.
Collectively, the Commission asked about the following, in general: the
applicant's background with the sport; parking exemption; AB 2097; parking
comparison to Momentous Sports; and they made favorable comments towards
the applicant and his project.
Hurtado Hurtado confirmed no public input received regarding the item.
Motion: It was moved by Douthit, seconded by Kozak, to adopt Resolution No. 4516, as
presented. Motion carried: 4-0-1.
4. CONTINUANCE REQUEST FOR CUP 2024-0018, ESTABLISHMENT
AND OPERATION OF A SKILLED NURSING FACILITY LICENSED
THROUGH THE CALIFORNIA DEPARTMENT OF PUBLIC HEALTH,
PURSUANT TO CALIFORNIA CODE OF REGULATIONS, TITLE 22,
DIVISION 5
SUMMARY:
The Community Development Department requests a continuance of CUP
2024-0018 to establish and operate a skilled nursing facility licensed through
the California Department of Public Health, pursuant to California Code of
Regulations, Title 22, Division 5.
Staff requests that the item be continued to the regularly scheduled Planning
Commission meeting on February 11, 2025. The continuation is needed to
allow review and analysis of a component of the proposed project that was
not reflected in the staff report.
RECOMMENDATION:
That the Planning Commission continue the public hearing for CUP 2024-
0018 (Ordinance No. 4519) to the February 11, 2025 Planning Commission
meeting.
Motion: It was moved by Douthit, seconded by Kozak to continue the item to the
February 11, 2025 Planning Commission meeting. Motion carried: 4-0-1.

Willkom informed the Commission of the following:
• Economic Development Department being split into two divisions: the
Real Property Division now falls under the City Manager's Office, and the
Economic Development Division now falls under the Community
Development Department.
• The City Council adopted the 2nd reading of the Housing Element Rezone
project on January 7, 2025. Staff recently forwarded the approval to the
State's Department of Housing and Community Development.
PLANNING COMMISSION COMMENTS AND REPORTS:
Mason No comments.
Kozak No comments.
Douthit No comments.
Higuchi Higuchi made favorable comments regarding staff's email notification of the
Planning Commission public hearing notices. He also made favorable comments
with regards to Economic Development changes. Higuchi is also looking forward
to this year's Historic Preservation Week.
6:24 p.m. ADJOURNMENT:
The next regular meeting of the Planning Commission is scheduled for
Tuesday, February 11, 2025.
