RECOMMENDATION
That the Planning Commission, acting as the Historic and Cultural Resources Advisor
(HCRA) to the City Council, adopt a 2025 Work Program per Resolution No. 4521
(Attachment A).
BACKGROUND AND DISCUSSION:
Tustin City Code (TCC) Section 9252(c) states that "[t]he Planning Commission shall
advise the City Council on all matters relating to historical and cultural resources,
including without limitation, matters affecting the establishment of a Cultural Resources
District, designation of Cultural Resources, and as a liaison between residents, property
owners, and the City Council within a Cultural Resources District. In performing its
historic and cultural resources duties, the Planning Commission shall not exercise any
independent final decision-making authority or expend City funds. Actions of the
Commission shall not be considered actions of the City and shall not be represented as
such."
On November 6, 2018, the City Council adopted Resolution No. 18-78 affirming the
Planning Commission as the HCRA to the City Council and establishing a program,
defining the HCRA's roles and responsibilities, and requiring an annual work program
(Attachment B).
This report provides the HCRA with the prior year accomplishments (2024) along with
the upcoming work program (2025). Upon approval by the HCRA, the annual report will
be forwarded to the City Council.

2024 Work Program - Accomplishments
The following is a summary of the HCRA accomplishments during the 2024 calendar:
• Continue to integrate historic preservation into land use planning by
updating and organizing the Tustin City Code (TCC) to further improve the
understanding and requirements of historic preservation.
a. Establish clear definitions and allowable uses within the TCC consistently.
During the 2024 program year, efforts for this goal were redirected to
Tustin Historic Preservation Week.
b. Establish a City of Tustin Historic Preservation Week during one week in
the month of May of every calendar year. This effort coincides with the
California State Office of Historic Preservation's (OHP) programming,
which takes place during the month of May.
City staff kicked off the City's first Historic Preservation Week that took
place during May 7-14, 2024. In an effort to honor Tustin's vibrant history,
and to build and foster a relationship between City Hall and Tustin's
historic preservation groups, the City collaborated with the Tustin
Preservation Conservancy and the Tustin Area Historical Society to kick
off the inaugural Historic Preservation Week. Throughout the week,
residents enjoyed daily historical fun facts that were shared on the City's
website, interactive information booths, and guided walking tours. The
week's events were aimed at fostering a deeper connection with the City's
rich heritage. The preservation groups, likewise, also shared coordinated
information on their respective websites and joined the City at various
information booths.
On May 29, 2024, City staff submitted an application to American Planning
Association (APA), Orange County Section, for their Cultural Heritage
Award. The City of Tustin was honored to be selected for this award,
which was presented to City staff on October 24, 2024, during the APA
Orange Section's Annual Awards Night. The Orange Section APA hosts
this annual event to recognize innovative plans, projects, and
distinguished individuals who contribute to the planning profession
throughout Orange County.
• One (1) Commendation Nomination
During the 2024 program year, no properties were nominated for
commendations. Staff is currently in the process of revamping this program and
will bring this forward to the HCRA for review and adoption.

• Two (2) Historic Register Plaque Program Nominations
Historic plaques are intended to recognize Tustin's historic properties, educate
the public, increase public interest in historic properties, and promote community
pride. To date, a total of 73 properties have received Tustin Historic Register
plaques.
During the 2024 Work Program Period, the HCRA approved the following two (2)
nominations to the City's Historic Register Plaque Program:
■ 165 N. B Street (Dishman-Ames House 1930) - Approved by the
HCRA on October 8, 2024. Mr. and Mrs. Dishman were longtime
residents of Tustin, and the family lived in their home for thirty-four
years. Ms. Ames was also a longtime resident of Tustin and occupied
this home for 29 years.
■ 1082 Walnut Street (Truran-Grijalva House 1909) - Approved by the
HCRA on August 27, 2024. The Truran and Grijalva families had a
long association with the property, which dates to 1893. The Truran's
purchased the property in 1893 and retained ownership for 19 years.
They then sold the property to Mariano Grijalva, who resided in the
house for 20 years.
• Coordinate and organize two (2) in-house training sessions for the HCRA.
Training sessions for 2024 were held in conjunction with the City's first Historic
Preservation Week. The Historic Preservation Week included educational fun
facts, information on historical resources, and virtual/walking tours that provided
valuable trainings for the HCRA and the general public.
• Provide ongoing maintenance and updates to the City's Historic
Preservation focused webpage and Virtual Walking Tour with updated
historic resource information for the public to utilize.
Staff made updates to the City's Historic Preservation webpage in order to
provide a more user-friendly experience. In addition, staff completed the new
interactive resource to the community, the Old Town Tustin Historic Virtual
Walking Tour. This self-guided walking tour features 14 historic sites throughout
the Old Town area and takes participants on a journey through Tustin's history.
As tour participants reach each stop, historic photos and facts about the site are
accessible on any mobile device. The link to the tour can be found by clicking on

• Create a Historic Plaque Program inventory. Create a GIS map that includes
the property address, historic name, and brief background summary of all
the properties included in the Historic Plaque Program that will be
accessible to the public on the City's focused webpage.
During the 2024 program year, efforts to create a Historic Plaque Program map
were put on hold as efforts were made toward an online interactive mapping tool
(the Historic Preservation StoryMap). The Historic Preservation StoryMap plots
the results of the City's 2021 Historic Preservation Survey on a digital map,
making the survey results, along with other information, more accessible to the
public. This tool modernizes Tustin's historic preservation information.
Using Geographical Information Technology (GIS), the historic preservation staff
and City's GIS team worked together to develop the Historic Preservation
StoryMap with the goal of helping users to better understand historic preservation
patterns, relationships and geographic context within the City's Cultural Resource
Overlay District.
The 2021 Survey is an important database for historic preservation, as it provides
a comprehensive assessment of all historic properties through 1976. The
StoryMap consolidates all of the 2021 Survey historic properties within the City
into one online resource, along with the images and property specific information
contained within the State's Department of Parks & Recreation (DPR) forms.
Links to other historic preservation programs and resources are also included in
the StoryMap. This new tool will help future decision-making needs relative to
historic preservation in Tustin. The link to the StoryMap can be found by clicking

• Actively participate in City events within the City's Cultural Resource
District to encourage community participation and expand knowledge
relative to City-wide historic preservation.
Staff actively participated in community events to increase awareness of the
City's historic preservation efforts. At these events, staff established an
informational booth where they were able to provide information about the City's
historic preservation programs and benefits of participating in Mills Act and
plaque program. In addition, staff collaborated with local and regional historic
preservation groups to further the City's historic preservation efforts. The
following is a list of events where historic preservation efforts were showcased:

• Other matters as may be referred to the HCRA by the City Council or the
Community Development Director.
Staff submitted the City's Old Town Virtual Walking Tour mobile application for
consideration of the Governor's Award presented by the State's Office of Historic
Preservation. To be eligible, nominees should demonstrate that they have made
significant contributions over time to the advancement of historic preservation
and/or the preservation of historical resources in California. It is anticipated that
the State will announce the winners of the award categories later this year.
Proposed 2025 Work Program
Staff proposes the following goals and objectives for the calendar year 2025 Work
Program:
• Actively participate in City events to encourage community participation
and expand knowledge base relative to Citywide historic preservation.
• Update Commendation program for clarity and significance.
• Two (2) Historic Plaque program nominations.
• Co-host the Tustin Historic Preservation Week with local historic
preservation groups, and expand on the success of the 2024 inaugural
year.
• Each Commissioner shall receive a minimum of the equivalent of one (1)
six (6)-hour day of training, one (1) mandatory introductory training for new
Commissioners and one (1) refresher course for more seasoned
Commissioners.
• Other matters as may be referred to the HCRA by City Council or the
Community Development Director.
Staff recommends that the Planning Commission, in its capacity as the HCRA, approve
Resolution No. 4521 adopting a 2025 Work Program.

PRESERVATION WEEK
I. The Planning Commission, acting as the Historic and Cultural Resources Advisor
(HCRA) of the City of Tustin, finds and determines as follows:
A. That on November 6, 2018, the City Council adopted Resolution 18-78
affirming the Planning Commission as the HCRA to the City Council pursuant
to Tustin City Code 9252c and establishing a program defining the
Commission's roles, responsibilities and requiring an annual Work Program.
B. That the Planning Commission desires to establish the goals and objectives
for the 2024 Work Program.
C. That the Planning Commission desires to establish one week in May of each
year as "City of Tustin Historic Preservation Week".
D. That the Planning Commission held a public meeting on March 26, 2024, to
consider the 2024 HCRA Work Program.
II. That the Tustin Planning Commission hereby approves the 2024 HCRA Work
Program attached hereto as Exhibit A and recommends that the City Council
proclaim one week in May each year as "Historic Preservation Week". The
proclamation is attached hereto as Exhibit B.
lll. That the Planning Commission authorizes the Community Development Director to
update the 2024 HCRA Work Program with minor amendments and/or expand or
modify it from time to time, as deemed necessary.

HISTORIC PRESERVATION WEEK PROCLAMATION
Whereas, the National Trust for Historic Preservation established May as Historic
Preservation Month in 1973 as a way to promote historic places for the purpose of
instilling national and community pride, promoting heritage tourism, and showing the
social and economic benefits of historic preservation throughout the United States; and
Whereas, May is Preservation month in both California and across the United
States; and
Whereas, on June 20, 1988, the City Council adopted Ordinance 1001 establishing
the City's Cultural Resources Overlay District within the City of Tustin to acknowledge the
original boundaries of the community; and
Whereas, on July 31, 1991 and in recognition of its efforts in historic preservation,
the City of Tustin received the designation of a "Certified Local Government" (CLG)
pursuant to the National Historic Preservation Act of 1966, as amended in 1980; and
Whereas, local preservation is an effective tool for revitalizing neighborhoods,
fostering community pride and maintaining community character while enhancing
livability; and
Whereas, the City's Old Town area, other historic structures found throughout the
City and the former Marine Corps Air Station (MCAS) Tustin, help make Tustin unique
and provide links with the aspirations and attainments of the City's pioneers and their
descendants; and
Whereas the retention and stewardship of cultural resources is of vital importance
to protecting our heritage; and
Whereas, it is important to celebrate the role of history in the lives of the community
and contributions made by dedicated individuals in helping to preserve the tangible
aspects of the heritage that has shaped the City and the people; and
Whereas, the City of Tustin community continues to demonstrate its commitment
to preservation, as it grows and develops, through ongoing historic surveys; the
nomination of significant cultural resources to the State and National Registers of Historic
Places; the integration of historic elements through revitalization or adaptive reuse; and
the recognition, rehabilitation, and restoration of historic properties.
Now, therefore, I,Austin Lumbard, Mayor of the City of Tustin, California, on behalf
of the City Council, Mayor Pro-Tern Gallagher, Councilmembers Clark, Gomez and
Schnell, do hereby proclaim one week in May each year, as "Historic Preservation Week"
in the City of Tustin, and urge the citizens of Tustin to join me in this special observance.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AFFIRMING THE PLANNING COMMISSION ACTING AS
HISTORIC AND CULTURAL RESOURCES ADVISOR PURSUANT TO TUSTIN
CITY CODE 9252c AND ESTABLISHING A PROGRAM DEFINING THE
COMMISSION ROLES, RESPONSIBILITIES AND ANNUAL WORK PROGRAM
The City Council of the City of Tustin does hereby resolve as follows:
I. The City Council hereby finds, determines and declares as follows:
A. That on June 20, 1988, the City Council adopted Ordinance No. 1001
establishing the City's Cultural Resources Overlay District and the City's
Cultural Resources Advisory Committee (hereinafter referred to as the
Historic Resources Committee as adopted by City Council Resolution 3991).
The Historic Resources Committee was formed with five (5) members
charged with acting solely in an advisory capacity to the City Council in
matters affecting the establishment of the Cultural Resources District,
designation of Cultural Resources, and liaison between residents, property
owners and the City Council.
B. That on July 31, 1991, the City of Tustin became a California Certified Local
Government (CLG) pursuant to the National Historic Preservation Act of
1996, as amended in 1980.
C. That on May 1, 2007, City Council adopted Ordinance 1332, which
consolidated the responsibilities of the Historic Resources Committee to the
Planning Commission in an effort to minimize impacts on City resources.
D. That on April 3, 2018, the City Council received public input from the Tustin
Preservation Conservancy requesting the Historic Resources Committee be
reinstated as a separate committee.
E. That on July 17, 2018, and October 8, 2018, City Council affirmed the
Planning Commission as the advisory body on historic and cultural matters
and directed staff to define the roles, responsibilities and work program for the
Planning Commission.
F. That on November 6, 2018, the City Council considered the Planning
Commission as Historic and Cultural Resources Advisor Program attached
hereto as Exhibit "A".

II. The City Council hereby affirms the City of Tustin's Planning Commission shall
continue to act as the advisory body on historic and cultural matters and adopts
the Program attached hereto as Exhibit A.

PLANNING COMMISSION AS HISTORIC AND CULTURAL RESOURCES ADVISOR
PURPOSE
Tustin has played a vital role in the history of Orange County and has retained a rich and
unique cultural heritage. It is hereby declared as a matter of public policy that the
recognition, preservation, protection and use of culturally significant structures, natural
features, sites end neighborhoods within the City of Tustin is required in the interest of
health, safety, prosperity, social and cultural enrichment and general welfare of City
residents. The City Council designated the Planning Commission as the advisory body
to they City Council on all matters relating to historic and cultural resources, including
without limitation:
• Matters affecting the establishment of a Cultural Resources District
• Designation of Cultural Resources, and
• As a liaison between residents, property owners, and the City Council within a
Cultural Resources District.
RESPONSIBILITIES/TYPICAL DUTIES
In its capacity as an advisory body on matters relating to historic and cultural resources,
the Commission shall:
• Protect the historic integrity of the City of Tustin for the citizens of the community,
visitors, investors, and property owners.
• Promote the economic, cultural, historical, and educational well-being of the
community.
• Promote pride in the historic accomplishments within the City of Tustin.
• Provide mechanism(s) for identifying and preserving the historic and architectural
resources of the City of Tustin that represent elements of the City's cultural, social,
economic, political, and architectural history.
• Educate the citizens of Tustin about the benefits of preservation of historic
structures, areas, sites, neighborhoods, and other historic resources correcting
existing and preventing further urban blight_
• Establish a preservation plan which includes all historic districts, structures, areas,
sites, and other historic resources which are listed or are eligible for listing in the
National, State or City Register of Historic Places.
• Engage in other historical or cultural activities as requested by the City Council.

QUALIFICATIONS AND REQUIRED TRAINING
The Commission shall receive:
• New Commissioners receive one (1) mandatory introductory training related to
Tustin area historical resources including Old Town and other resources located
throughout the City.
• One (1) annual refresher course for more seasoned Commissioners.
• In addition to the above, a minimum of the equivalent of one (1), six (6)-hour day
of training per year.
Educational events may include trainings conducted by City Staff and/or collaborations
with groups similar to the California Preservation Foundation, the Tustin Historical Society
and Tustin Preservation Conservancy. Training programs may include live workshops,
conferences, live and pre-recorded webinars, and E-learning modules. The following list

WORK PROGRAM
Annually, the Commission shall establish a Work Program. The Work Program shall
establish goals and objectives for the program year. The Commission shall solicit input
consistent with its purpose and responsibilities.
ANNUAL REPORT
The Commission shall transmit an Annual Report to the City Council. Subject to City
Council concurrence, the Annual Report shall include a statement of goals, objectives,
accomplishments and efforts to further the cultural, historical, and educational well-being
of the community.

III. That the Planning Commission authorizes the Community Development Director to
update the 2025 Work Program with minor amendments and/or expand or modify
it from time to time, as deemed necessary.

AS THE HISTORIC AND CULTURAL RESOURCES ADVISOR
(HCRA)
2025 WORK PROGRAM
• Actively participate in City events to encourage community
participation and expand knowledge base relative to Citywide
historic preservation.
• Update Commendation program for clarity and significance.
• Two (2) Historic Plaque program nominations.
• Expand on the second annual Tustin Historic Week.
• Each Commissioner shall receive a minimum of the equivalent of
one (1), six (6)-hour day of training, one (1) mandatory introductory
training for new Commissioners and one (1) refresher course for
more seasoned Commissioners.
• Other matters as may be referred to the HCRA by City Council or
the Community Development Director.
