HomeMy WebLinkAboutSUPPLEMENTAL ITEM NO. 2 s AGENDA REPORT ITEM #3 MEETING DATE: FEBRUARY 25, 2025 TO: PLANNING COMMISSION FROM: COMMUNITY & ECONOMIC DEVELOPMENT DEPARTMENT SUBJECT: MINOR REVISIONS TO PROPOSED RESIDENTIAL OBJECTIVE DESIGN STANDARDS (CA 2024-0007) SUMMARY: After distribution of the Planning Commission's staff reports, City staff identified a few areas of the Draft Residential Objective Design Standards (ODS) that required further refinement. Staff recommends the following minor revisions, which are shown as "red line" track changes in Attachment A to this memorandum: Section 2.3 Street Frontage as currently written is not consistent with the design approach of recent development, such as "The Jessup". Section 2.3 currently requires residential entries to be set back a minimum of 25 feet from the front property line on streets that have a right-of-way width of more than 100 feet. Staff recommends that the minimum 25 feet setback be measured from the curb face, rather than the property line. The intent of measuring from the curb face is to include landscaped parkways as part of a project's street interface. Additionally, subsection "d" identifies specific design features for units that face streets. Revisions to this subsection are recommended to provide more clarity, and to be consistent with the design of recent projects. Additionally, staff is recommending that the criteria in subsection "d" be used as an allowance to reduce the curb face setback in subsection "b" from 25 feet to 15 feet. • Staff recommends changes to Section 2.4 Site Access, subheading "a", to provide more clarity, and to better reflect typical development patterns. As currently written, the Draft ODS prohibits driveways from being located within 100 feet of a lot line of an adjoining property. The 100 feet appears excessive, and staff recommends that it be reduced to 20 feet. A 20 feet buffer is adequate to ensure driveways on adjoining lots have an adequate line-of-sight at the sidewalk, and would align with on-site drive aisles when parking is perpendicular to the adjoining property line.
