ROLL CALL: Jay Eastman, Zoning Administrator PUBLIC CONCERNS: Hurtado confirmed no public input was received. CONSENT CALENDAR: None Eastman moved order of items being that the applicant for Item No. 2 was in the audience. PUBLIC HEARING: 1. CONDITIONAL USE PERMIT (CUP) 2025-0001 APPLICANT: Fernando Valencia, on behalf of Almuerzo Cafe LOCATION: 15761 Tustin Village Way, Suite 101 REQUEST: The applicant is requesting authorization to sell beer and wine for on-site consumption (Type 41 ABC License) in conjunction with an existing restaurant. The restaurant "Almuerzo Cafe" is located within the Tustin Village Plaza. ENVIRONMENTAL REVIEW: This project is Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15301 (Class 1 — Existing Facilities). RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 25-002, approving CUP 2025-0001 to authorize a Type 41 ABC license (sales of beer and wine ZA Action Minutes— February 27, 2025 a e 12 for on-site consumption) in conjunction with a proposed restaurant located at 15761 Tustin Village Way, Suite 101. Kathy Tran, Assistant Planner, provided a PowerPoint presentation. Eastman asked Tran if there would be outside dining atthe project site. Tran confirmed there would be no outdoor dining at the project site. Eastman asked the applicant when the restaurant would be opening. Mr. Fernando Valencia, applicant, stated the restaurant would be opening in approximately two months. Hurtado confirmed no public input was received on the item. Eastman adopted ZAA 25-002, approving CUP 2025-0001 to authorize a Type 41 ABC license (sales of beer and wine for on-site consumption) in conjunction with an existing restaurant located at 15761 Tustin Village Way, Suite 101. He also congratulated and welcomed the applicant to the City of Tustin. 2. CONDITIONAL USE PERMIT (CUP) 2024-0023 APPLICANT: Chuan F. Chen, on behalf of Roast Fish & BBQ House LOCATION: 1046 Walnut Avenue REQUEST: The applicant is requesting authorization to sell beer and wine for on-site consumption (Type 41 ABC License) in conjunction with an existing restaurant.The restaurant"Roast Fish & BBQ House" is located within a shopping center along Walnut Avenue. ENVIRONMENTAL REVIEW: This project is Categorically Exempt from CEQA pursuant to Section 15301 (Class 1, Existing Facilities) of the State CEQA guidelines. RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 25-001, approving CUP 2024-0023 to authorize a Type 41 ABC license (sales of beer and wine ZA Action Minutes— February 27, 2025 a e 13 for on-site consumption) in conjunction with a proposed restaurant located at 1046 Walnut Avenue. Aaron Valle, Planning Technician, provided a PowerPoint presentation. Eastman asked Valle if there would be outside dining at the project site. Valle confirmed there would be no outdoor dining at the project site. The applicant, Chuan F. Chen,joined the meeting via Zoom. Eastman asked Mr. Chen if he read and understood the Conditions of Approval, which he stated he did. Mr. Chen did not have any questions of staff. Hurtado confirmed no public input was received on the item. Eastman adopted ZAA 25-001, approving CUP 2024-0023 to authorize a Type 41 ABC license (sales of beer and wine for on-site consumption) in conjunction with proposed restaurant located at 1046 Walnut Avenue. REGULAR BUSINESS: None. ADJOURNMENT: The date of the next meeting of the Zoning Administrator will be scheduled when items are set for hearing.
