SUBJECT: CITY COUNCIL CONSIDERATION AND APPROVAL TO RELEASE
A COMPETITIVE OFFERING FOR PLANNING AREA 10 OF THE
PACIFIC CENTER EAST SPECIFIC PLAN COMPRISED OF 11
ACRES OF CITY -OWNED REAL PROPERTY
SUMMARY:
Staff is requesting City Council consideration and approval to release a competitive offering
for Planning Area 10 of the Pacific Center East Specific Plan comprised of 11 acres of City -
owned real property pursuant to the procedures recently approved by the City Council in
Resolution 25-10.
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Authorize staff to release a competitive offering for Planning Area 10 of the Pacific
Center East Specific Plan comprised of 11 acres of City -owned real property
pursuant to the procedures recently approved by the City Council in Resolution 25-
10; and
2. Authorize the City Manager to continue and/or enter into temporary leases and
licenses prior to final disposition.
FISCAL IMPACT:
There is no fiscal impact associated with this item.
CORRELATION TO THE STRATEGIC PLAN:
The consideration and approval to release a competitive offering for Planning Area 10 of
the Pacific Center East Specific Plan comprised of 11 acres of City -owned real property
contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and
Neighborhood Development. Specifically, this item implements Strategy 4, which is to

develop a disposition and entitlement strategy for City -owned property in Pacific Center
East.
BACKGROUND AND DISCUSSION:
The City currently owns approximately twenty (20) acres within the greater approximately
150-acre Pacific Center East (PCE) Specific Plan. PCE is bound by Valencia Avenue to the
south, Red Hill Avenue to the east, Southern California Regional Rail Authority (SCRRA) rail
lines to the north, and State Route 55 (SR-55) to the west. The PCE Specific Plan is "intended
to provide a planned community development which encourages a variety of office,
commercial, regional and technology uses. " Residential use is currently not an allowable land
use within the PCE Specific Plan.
The 11 acres of the City -owned real property (Site) comprises Planning Area (PA) 10 of the
PCE Specific Plan and is bounded by Newport Avenue to the east, SR-55 off -ramp to the
north, SR-55 to the west and Valencia Avenue to the south. The 11 acres are currently listed
as Assessor Parcel Numbers (APNs) 430-251-23 and 430-251-37 as shown on Attachment
1. PA 10 is currently designated as Office Center within the PCE Specific Plan and allows up
to 770,359 SF of office and up to 85,595 SF of retail. Any change in land use or development
potential will require a PCE Specific Plan amendment. The current land use plan for PCE is
included as Attachment 2.
The Site recently cleared the Surplus Land Act (SLA) Notice of Availability (NOA) process
and the City can now proceed to negotiate and dispose of the property as it sees fit, so long
as a covenant is recorded against the property requiring that if 10 or more units of residential
is ever constructed on it, then fifteen percent (15%) of the total amount of residential units
must be reserved for lower -income households.
On February 4, 2025, the City Council adopted Resolution 25-10 which established a policy
requiring City Council consideration and approval prior to the release of any future
competitive offerings for the disposition of City -owned real property. Pursuant to Resolution
25-10, staff is requesting City Council consideration and approval to prepare and release a
competitive offering for the Site that will solicit offers and/or proposals for land uses that are
permitted under the current zoning as well as other alternative land uses that support the
City's broader economic development, community benefit, and/or strategic planning goals.
In the event that a proposal for the site includes land uses not currently allowed under the
PCE Specific Plan, it would be subject to future Council consideration and approval of a
specific plan amendment.
Staff would also propose authorizing the City Manager to continue temporary leases and
licenses on the Site before final disposition as a means to generate interim rental revenue
as may be appropriate.
