SCHINDLER, CITY MANAGER Agenda Item liPtial Reviewed: a`V� City Manager ^^Initial Finance Director J BRIAN MONCRIEF, DEPUTY CITY MANAGER — REAL PROPERTY SUBJECT: CONSULTANT SERVICES AGREEMENT WITH JPW COMMUNICATIONS FOR TUSTIN LEGACY OUTREACH AND COMMUNICATIONS SERVICES SUMMARY: Staff is requesting approval to enter into a Consultant Services Agreement with JPW Communications to develop and implement an outreach and communications strategy for Tustin Legacy. RECOMMENDATION: It is recommended that the City Council authorize the City Manager or designee to execute a Consultant Services Agreement with JPW Communications, subject to non -substantive additions or modifications as may be deemed necessary and/or recommended by the City Attorney. FISCAL IMPACT: The proposed compensation for the proposed Consultant Services Agreement with JPW Communications is not to exceed $250,000. Sufficient funds have been appropriated in the Fiscal Year 2024-2025 amended budget. The proposed Consultant Services Agreement with JPW Communications contributes to the fulfillment of the City's Strategic Plan Goal D: Strong Community and Regional Relationships. Specifically, this item implements Strategy 1 which is to strengthen community engagement with all sectors and Strategy 4 which is to elevate the City's profile through proactive marketing and branding. BACKGROUND AND DISCUSSION: JPW Communications (JPW) is a communications firm focused exclusively on serving public sector clients and their team brings over 75 years of collective in-house government Docusign Envelope ID: 2619F8D5-EE21-4A8C-8DD7-D812FC80B859 City Council Agenda Report JPW Consultant Services Agreement March 4, 2025 Page 2 experience. JPW offers a wide range of services that include strategic communications, marketing campaigns, public participation, community outreach, creative design services and media relations. JPW has been instrumental in developing and implementing the City's public engagement efforts and initiatives, which include a communications audit and assessment, strategic communications plan development, crisis communications plan development as well as community brand development, which led to the creation of a new City logo and associated branding materials. JPW also assisted in creating videos and content for the 2024 Local Reuse authority (LRA) meeting. A key priority for the City Council has been the development and implementation of an outreach and communications plan for Tustin Legacy. This initiative is aimed at ensuring that both the residents of Tustin Legacy and the broader Tustin community are well-informed about past, current, and future plans for the area. The outreach plan seeks to generate excitement for the shared community vision, while also keeping stakeholders informed about the outreach process and ways they can participate. The outreach plan will include a multi language community survey and public meetings to facilitate discussions on specific decisions related to Tustin Legacy's future. Additionally, outreach efforts will include establishing a dedicated project email and phone line to improve communication accessibility. The Tustin Legacy webpage will be updated with relevant information including monthly newsletters and social media updates to ensure ongoing education and awareness. Furthermore, to foster greater community involvement, informational booths will be set up at events such as the Easter Egg Hunt, farmers' market, and Chili Cook -off, encouraging public participation and interest in the future of Tustin Legacy. If approved by the City Council, the City would negotiate and execute a Consultant Services Agreement (CSA) with JPW. The CSA with JPW is proposed as a sole -source contract due to their specialized experience in government -focused strategic communications, public outreach, and community engagement. Further, JPW has successfully partnered with the City on past projects, demonstrating an in-depth understanding and intimate knowledge of the Tustin community dynamics as well as communication needs, priorities, and vision to align with the goals of the City Council. The term of the CSA is proposed through the calendar year 2025. Additional work beyond the calendar year 2025 will require a new or amended CSA that, depending on the scope and proposed fee, may require approval by the City Council.
