APPROVAL OF CONTRACT WITH HEWLETT PACKARD
ENTERPRISE COMPANY FOR A NEW DATA STORAGE SOLUTION
The City uses Dell SC, also known as Compellent, for data storage. The Compellent
platform has reached the end of its life and Dell will no longer provide technical support
after 2026. Staff have identified a replacement solution and are requesting the City
Council's approval to execute a contract with Hewlett Packard Enterprise for a new data
storage solution.
RECOMMENDATION:
It is recommended that the City Council approve Resolution 25-20 to authorize the City
Manager to execute necessary contract documents with Hewlett Packard Enterprise for a
new data storage solution.
FISCAL IMPACT:
The proposed Hewlett Packard data storage solution has a no -to -exceed amount of
$325,000. Sufficient budget has been appropriated in the Fiscal Year 2024-2025
Information Technology Fund to support this project.
CORRELATION TO THE STRATEGIC PLAN:
This project contributes to the fulfillment of the City's Strategic Plan Goal E: Organizational
Excellence and Customer Services, Strategy 5; Implement a Citywide information
technology plan to prioritize technology investments and ensure that technology serves the
purpose of customer services, staff efficiency, financial accountability and excellent service
delivery. Specifically, the data replacement project is to keep up -to -data on information
technology to ensure the continuing success of city operation.

The City's current data storage solution has reached the end of life and Dell, its
manufacturer, will soon stop providing technical support. Security and integrity of data
storage is critical to on -going City operation. Staff have identified another data storage
solution from Hewlett Packard Enterprise, which has a contract through National
Association of State Procurement Officials (NASPO) ValuePoint.
NASPO is an organization comprised of chief procurement officials of all 50 states to
promote public procurement nationally. The NASPO ValuePoint Purchasing Program
facilitates the administration of the NASPO cooperative contracting groups for the benefit
of state departments as well as other eligible agencies including cities and counties. The
state -led procurement process ensures that NASPO ValuePoint contracts are solicited and
developed for best values as well as in compliance with state government requirements,
such as being competitively bid, and other state procurement rules. The State of California
is a participant of the NASPO ValuePoint Program. Tustin City Code Section 1625(c)
authorizes the use of regional, state or federal cooperative purchasing programs for
supplies, materials or equipment when such purchases can be more efficiently obtained or
at better value.
Staff have identified a NASPO ValuePoint master agreement with Hewlett Packard
Enterprise Company, the manufacturer of data storage equipment. The procurement and
execution of the original NASPO Master Agreement Number 23008 was led by the State of
Minnesota. The State of California Department of General Services joined the Minnesota
Master Agreement via a Participating Addendum Number 7-23-70-55-03, which making the
agreement available for use by California state agencies and local governments. The
NASPO Master Agreement Number 23008 offers discounts off Hewlett Packard's baseline
prices, therefore achieving savings for the City.
Staff are requesting authorization to utilize the NASPO ValuePoint Master Agreement
Number 23008, State of California Participating Addendum Number 7-23-70-55-03, with
Hewlett Packard Enterprise Company for the purchase of a data storage solution in the not -
to -exceed amount of $325,000.

RESOLUTION NO. 25-20
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA AUTHORIZING USE OF THE
NATIONAL ASSOCIATION OF STATE PROCUREMENT
OFFICIALS (NASPO) VALUEPOINT PURCHASING
PROGRAM TO PURCHASE DATA STORAGE
EQUIPMENT
WHEREAS, the City has a need to replace the existing data storage
equipment in order to conduct the operations of the City; and
WHEREAS, Section 1625(c) of the Tustin City Code authorizes the
purchase of supplies, materials or equipment through the State Department of
General Services or through the County of Orange Cooperative Purchasing
Program, or other government purchasing program, when such supplies, materials
or equipment can be more efficiently or more cheaply obtained through such
purchasing programs.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Tustin, as follows:
Section 1. That in accordance with Section 1625(c) of the Tustin City
Code, the City Council of the City of Tustin, California, does hereby authorize use
of the National Association of State Procurement Officials (NASPO) ValuePoint
Purchasing Program, Master Agreement Number 23008, State of California
Participating Addendum Number 7-23-70-55-03 with Hewlett Packard Enterprise
Company to purchase data storage equipment, in the not -to -exceed amount of
$325,000.
Section 2. The City Manager, is hereby directed to sign and deliver all
necessary requests and other documents in connection therewith and for and on
behalf of the City of Tustin.
APPROVED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin on the 18t" day of March, 2025.
