To the Tustin City Council,
I am a resident of the Landing at Tustin Legacy and am writing to you with regards to the consent
calendar item number 6: "Disposition and Development Agreement with Tustin Legacy Acquisition
LLC (Irvine Company) for portions of disposition areas 213, 2C and 8 at Tustin Legacy".
I am supportive of this new development and I believe the Irvine Company is capable of delivering a
high -quality project that will be great for the city of Tustin. However, as the most directly impacted
neighbor, I have significant concerns regarding the location of the parking garage entrance for Building
One which is aligned with the existing Flight Way street (see attached image).
Many future residents of the new development will likely enter their community directly through our
neighborhood - coming from the 55 Freeway, traveling southbound on Barranca, and will be
compelled to make a left turn onto Armstrong Ave and a right turn onto Flight Way in order to avoid an
additional signalized, left turn at Tustin Ranch Road and Compass Avenue (see attached image).
Flight Way is a narrow residential road with parallel parking on both sides. There is also an increased
level of pedestrian traffic from the Alley Grove Promenade that crosses Flight Way. Pedestrians
crossing Flight Way, between parked cars, are often unseen by motorists.
One of the things that makes our Landing at Tustin Legacy community special is that it is a safe
neighborhood, where children runaround playing tag and hide & seek and families walk around the
community throughout the day. In addition, we are home to quite a few new parents who can
frequently be seen taking their babies for strolls. However, the increased traffic flow from the Tustin
Legacy Specific Plan will make this increasingly problematic and create a dangerous situation.
The garage entrances for buildings 2 through 6 are well located on new streets that are interior to the
proposed development, or in the case of building 6, not in alignment with a proposed street. While I
understand that the locations of the parking garages have been assessed by traffic specialists and
this is a second reading, I still hope the City and the Irvine Company would consider relocation of the
garage entrance. Many of us are new to Tustin and first-time homeowners who do not understand
how City government works, which is why we didn't speak out at the first reading. Consideration of
this design change would go a long way to validate that we are being heard.
I also would encourage the City to consider engaging with the residents living at Tustin Legacy. Tustin
Legacy is a sizable property that will have a significant impact on the future of Tustin, but
development has been both slow and seems to happen in a vacuum and without public input.
To reiterate, I'm not opposed to the development but would very much appreciate you considering a
design change to relocate the location of the parking garage entrance for Building One.
