VETERANS SPORTS PARK MURAL PUBLIC ART PROJECT
At their March 12, 2025, Meeting, the Public Art Commission selected a design for the
Veterans Sports Park Mural to recommend to the City Council for final approval.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution 25-22 approving the wall mural
design, submitted by artist Anne -Sophie Gaudet, to be installed on the cell site building at
Veterans Sports Park and authorize the Parks and Recreation Department to execute an
agreement with the artist.
FISCAL IMPACT:
Upon completion of the wall mural, the artist will be paid $11,500 from the Public Art Fund
in the 2024-2025 Fiscal Year Budget.
CORRELATION TO THE STRATEGIC PLAN:
This public art project is in accordance with Goal A of the Tustin Strategic Plan to enhance
the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND AND DISCUSSION:
At their October 16, 2024, meeting, the Public Art Commission selected the Veterans Sports
Park Mural as their next project for the 2024-2025 Fiscal Year. The project's specific location
is the west facing wall of the cell site building adjacent to the soccer fields. The Commission
also requested that staff contact the artists in the Public Art Database to solicit interest in the
project. The Database includes artists who responded to the Commission's Request for
Qualifications (RFQ) from November 2023, as well as those who have submitted proposals
for previous public art projects.

A total of 23 artists expressed interest in the project and staff presented examples of those
artists' work at the Commission's February 19, 2025, meeting. After assessing and
discussing these options, the Commission selected Anne -Sophie Gaudet as the artist for the
mural. Staff then communicated with Ms. Gaudet to provide details of the project and
requested that she provide 2-3 concepts for the Commission's review and potential selection.
On March 12, 2025, the Public Art Commission reviewed the three (3) submissions received
from Ms. Gaudet and chose a design featuring blimps and a helicopter against a sunset
skyline. As per the City of Tustin Public Art Policy, this selection is being forwarded to the
City Council with a recommendation for final approval.
Staff estimates that the Veterans Sports Park Mural will be completed in late April or early
May 2025.

RESOLUTION NO. 25-22
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE ARTWORK FOR THE VETERANS SPORTS
PARK MURAL AS RECOMMENDED BY THE PUBLIC ART COMMISSION AND
AUTHORIZING THE PARKS AND RECREATION DEPARTMENT TO EXECUTE
AN AGREEMENT WITH THE ARTIST
WHEREAS, on March 20, 2018, the City Council adopted Resolution 18-17
establishing a City of Tustin Public Art Policy to commission public art; and
WHEREAS, the Public Art Fund includes an annual allocation of $40,000 for
public art; and
WHEREAS, at its October 16, 2024 meeting, the Public Art Commission selected
the Veterans Sports Park Mural as their next project for the 2024-2025 Fiscal Year; and
WHEREAS, staff solicited interest in the Veterans Sports Park Mural project from
a pool of artists and received interest from 23 artists which were reviewed by the Public
Art Commission at its meeting on February 19, 2025; and
WHEREAS, the Public Art Commission selected Anne -Sophie Gaudet as the
artist for the mural, and requested that she provide design options for the Commission's
review; and
WHEREAS, the Public Art Commission reviewed three (3) submissions received
from Ms. Gaudet at its March 12, 2025 meeting and chose a design featuring blimps
and a helicopter against a sunset skyline, and has recommended the artwork to the City
Council for final approval as set forth in the accompanying staff report.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
as follows:
Section 1. The City Council hereby approves the artwork recommended by the
Parks and Recreation Department and authorizes the Director of Parks and Recreation
to execute an agreement with the artist as recommended by the Public Art Commission
in a total amount not to exceed $11,500.
